MTCP2 SET-UP 1.Members of Steering Committee: Representatives from: VNFU International Cooperation Department, Economics Department, Supporting Fund for Farmers, Department of Social, Population and Family, Department of Ethnic Minority, Religion, National Defence, VietDHRRA, Institute of Policy and Strategies on Agriculture and Rural Development-MARD, Women’s Union, Youth’s Union, Cooperative Alliance.

3. MTCP2 SET-UP 2. VNFU is a part of National Steering Committee. 3. VNFU is the National Implementing Agency (NIA). 4. Roles of VNFU in MTCP2 platform: Coordinating among POs, the Farmers’ Union at all levels; engaging FAO, IFAD in the platform.

4. ACTIVITES 1. Institutional strengthening -Updating VNFU profiling, profiling 15 provincial FOs -Reviewing key areas of FOs: policy advocacy, providing services to farmers, participating in national program. - Identifying training needs for FOs. - Conducting SWOT analysis on VNFU/15 FOs individually (reviewed) - Conducting SWOT analysis on technical transfer to farmers, participating in policy advocacy, social feedback - Guiding and supporting in collective economic forms

5. ACTIVITES 2. Operational strengthening - Training on project proposal writing: TOR is being developed, qualified consultants are being searched: VietDHRRA.., to be held in July -Training on improving knowledge of market and developing trademarks for agro- products in Thanh Hoa province, April. - Training on using right tools to support collective economic development in Bac Giang province, 3 rd quarter of May.

6. ACTIVITES 3. Participation in policy process - NAC consultation process to identify the NIA, members of NAC and participating FOs in MTCP2. - 1 st meeting of NAC to pass through the work plan and budget 2014, plan of start-up workshop, discuss coordination among NAC members. 4. Development of services - Meeting with IFAD Country Manager to renew the cooperation between VNFU and IFAD. - A meeting between VNFU, IFAD, FAO to review cooperation in the MTCP1, VNFU participation in national IFAD, FAO program.

ACTIVITES Development of services (Cont.) - Riviewing VNFU’s proposal for FAO’s support; involving FAO representative in the start-up workshop. - Organising workshop in Thanh Hoa, Bac Giang on promoting non-refundable aid mobilisation 5. Knowledge management - Report and popularized the report on “farmer training farmer models” in Bac Kan. -Report on policy advocacy in Lam Dong. - Articles on websites and newspaper of VNFU.

8. ASSESMENT OF FO’S ENGAGEMENT IN MTCP2 -To follow-up the achievements from MTCP1, all involved FOs (11 FOs (involved in IFAD + some other FOS) actively participate in the MTCP2. -MTCP2 is meaningful to the FOs to facilitate these FOs actively involve in policy advocacy, the national IFAD program, in mobilizing fund, providing services.

9. ASSESMENT OF FO’S ENGAGEMENT IN MTCP2 -Improvements need to do: + FOs should actively in working with IFAD PMU (Project Management Unit) at local level to participate in the program. + FOs should be more equipped with capacity on skills, tools of advocate, transfer services to farmers, collective economic development. + FOs should build up the pilot models on market access, collective economic forms.
