WASC Draft Policy on Credit Hours 2. Proposed Title 5 S40403 Change in Residency Requirements 3. Outcomes Assessment of High Impact Practices

5 5 Fiscal and Governmental Affairs Committee Martin Steven Linder Report: Wess Larson CO Advocacy & State Relations, Senior Legislative Director J Brown consistent in being unpredictable Previous Governor more supportive of Public Higher Education 2011-12 CSU Bills up for review help us become more efficient Don’t expect Bond Measures in 2012 Dream Act Assembly Bill 130 signed O Alien without lawful immigration status exempt from paying nonresident tuition at CCC CSU AB 620 sexual orientation and gender expression training on campus ½ of the house will be new legislators due to redistricting

6 6 Fiscal and Governmental Affairs Committee Martin Steven Linder Report: John Travis (CFA) Bargaining O Pensions  Have not come up in bargaining (Within Calpers jurisdiction)  May lead to a 2-5% employee increase O Online Education  BOT have placed some emphasis on On Line Education  Issues of moving on line ed from state to self support  Would move bargaining outside of Collective Bargaining and weaken faculty position in negotiations O Work for stability  CSU Lost over 500 Tenure Track Positions  Protection for contingent faculty at 6 year point in danger O Work Load  Enrollment increase flood with increase class size etc. adds to demands on faculty  Academic Freedom clause in contract O SB 1425: Eliminate Spiking  limit member's final compensation to an amount not to exceed average increase in compensation received within the final 2 preceding years
