2 National Vision The regeneration of brownfield land should be a key aim of Government policy to establish “sustainable communities” and relieve pressure on greenfield sites.

3 Barriers to market The major obstacle to the redevelopment of previously developed land is uncertainty (perceived and / or real) of both time and cost required to realise developments on brownfield land. The challenge to the Government should be to reduce this uncertainty to provide confidence to potential investors and developers.

5 Past EIC recommendations Previous EIC Recommendations have included: Increase the 60% target for building houses on previously developed land to 80%. Establish a uniform approach to the setting and discharge of planning conditions for regeneration of brownfield sites. Urgently resolve the problems with licensing on-site land remediation technologies. Publish clear guidance, with case studies, on how waste regulation applies to regeneration projects. Put in place a comprehensive annual survey of implementation of Part IIA – and follow up on poor performance. Establish a standard approach to funding regeneration of brownfield sites. Expand the tax incentives for land remediation to cover broader regeneration costs. Dedicate the required resources to progress the CLEA and Soil Guideline Values at much greater speed.

6 Next Steps This is your agenda NPPF brought forward localised brownfield targets (are these working?) There was historically a target that 60% of new homes should be built on brownfield. Historically there was Government “Towards a National Brownfield Strategy” – should we be calling on the Government to redevelopment such a strategy What next?
