COHIBA preliminary results for implementation HELCOM BSAP Ms. Eva Brorström-Lundén, IVL Swedish Environmental Research Institute 32rd Meeting of the Helsinki Commission 9-10 March 2011, Helsinki, Finland

COHIBA deliveries for BSAP implementation BSAP actionsCOHIBA aims and deliveries 1.Identification of sources Testing and further development of WEA approach Chemical screening Analysis of flow patterns and quantification of releases 2.Development of measures Inventory of possible measures Cost-effectiveness analysis of management options Recommendation on strategies 3.Capacity building for authorities and industries Training and knowledge transfer

Baltic wide screening of discharges Coordinated sampling programme in 8 EU countries for screening the sources of 11 BSAP substances/ substance groups –WWTPs, treated effluents; sewage sludge; landfill leachate and storm water HELCOM BSAP substances or substance groups observed –All 11 priority substances observed in majority of the samples –Notable seasonal variations in effluent quality –No remarkable differences observable between industrial and municipal effluents Whole effluent toxicity testing an excellent tool to assess the overall ecotoxicity of effluents –Acute and chronic toxicity like also high hormone-disrupting activity occurs in treated effluents –Proposal for HELCOM Recommendations

Status of marine ecosystem Poor status of Baltic marine ecosystem Heavily disturbed by hazardous substances

Major sources and pathways of HBCDD

How to choose effective measures for emission reduction of hazardous substances? different types of measures measures for a single substance or cross-substances

Cost effectiveness of different measures: case of PFOS Substitution should tackle the biggest sources Cost-effectiveness of End-of-Pipe depends on target substance spectrum CSE (+PFOA, NP) Cross substance effect (+PFOA) Metal Plating Photographic industries EoP measure at Municipal waste water treatment plants (activated carbon) Semi- conductor industries Cost effectiveness of different measures for PFOS End of pipe at urban sourcesSubstitution at industrial sources

Future main deliveries Screening of discharges, summary –by summer 2011 Sources, emission and inputs to the Sea –an advanced compilation by summer 2011 Measures –in draft guidance documents for each substance, April 2011, –final guidances and draft recommendations by Sept. 2011 Final conference –11-12 October 2011, Helsinki Final reports by early 2012
