1 TX SET Update to RMS November 12, 2008

RMGRR Activity RMGRR065 – Disconnect and Reconnect for Non-Payment Updates and Corrections – –Normal Timeline (RMS in Nov.) RMGRR066 – Safety-Net Move-In Process Updates – –Normal Timeline (TAC in Nov.) 2

RMGRR Activity RMGRR068 – Out-Flow Power from Distributed Renewable Generation Facilities – –URGENT Timeline (TAC in Nov.) RMGRR069 – Updates and Corrections to the Transaction Timing Matrix, LOA for Historical Usage, and Estimated Meter Readings – –Normal Timeline (RMS in Nov.) 3

RMGRR Activity RMGRR0XX – Process Change for Review of Impact Analysis on Point-to-Point Transactions or Processes Between CRs and TDSPs That Have No Impact to ERCOT – –Normal Timeline (RMS in Dec.) RMGRR0XX – Ad Hoc Retail Market Conference Calls – –Normal Timeline (RMS in Dec.) 4

Advanced Metering Assignment from AMIT TX SET Reviewed AMIT Business Requirements and Provided Feedback to AMIT Adding “AMS” Meter Type to TX SET transactions (ESI ID Create/Maintain, Enrollment Responses and Usage) Displaying the “AMS” Meter Type on the TML and in the TDSP ESI ID extracts Implications of “Real-time Switching” Potential PRRs, SCRs and RMGRRs 5

Advanced Metering Assignment from AMIT (con’t) AMIT Revised Business Requirements on 10-21 AMS Meter Type no longer required on TX SET transactions Instead, Load Profile code will be used as the AMS indicator to ERCOT and REPs There may not be any TX SET changes required for AMS implementation However, PUCT activity could change that Pre-Pay, Customer Protection 6

7 Acquisition Task Force Short-Term Solution for RMS Consideration REP leaving the market and selling customers to another REP In the event the selling CR is exiting the market (either by a default or to prevent a default), TX SET/ATF believes that the current Mass Transition process could be used to transfer some (with remainder going to POLR) or all of a REP’s ESI IDs to an acquiring REP.

8 Acquisition Task Force Short-Term Solution for RMS Consideration (con’t) REP leaving the market and selling customers to another REP This would utilize the existing Mass Transition Code (TS) which will terminate the outgoing REP’s relationships in ERCOT and TDSP systems. Limited or no system changes required Would require an RMGRR Does not work for partial-book acquisitions

9 Acquisition Task Force Long-Term Solution for RMS Consideration Leverage the Current Mass Transition Process Transactions would be the same as the current Mass Transition Process (814_03, 814_14 and 814_11) Replace the “TS” code with a new code (maybe “AQ”) to identify these transactions as distinct from Mass Transition transactions Rules for handling pending transactions would need to be revised This would require a TX SET Release Could accommodate partial-book acquisitions

10 Questions ? Thank you
