2. County Environmental Charge What it Means The County Environmental Charge (CEC) is a fee charged by licensed haulers to Ramsey County businesses. The fee is based on the cost of trash service provided to each customer. The CEC does not apply to other taxes. The CEC applies to trash service, not to costs for recycling or waste composting. By reducing overall waste by composting or recycling more, a customer could pay less for trash and less for the CEC. The "County Environmental Charge" should appear on your garbage bill as a percentage of the cost of trash services. In 2012, the non-residential CEC rate is 53%.
