3 One of the deliverables for the ePSIplus project is a scorecard system by which compliance with the main provisions of the re-use of public sector information Directive can be measured. The scorecard will be publicised as a special feature on the ePSIplus website. (Page 13) The scorecard will be regularly updated throughout the lifetime of the ePSIplus project. The deliverable is part of work package 2, Legal and regulatory progress and impact. (Page 32) All ePSIplus themes will contribute to the scorecard. 12 www.ePSIplus.net Due to the principles of subsidiarity within the EU each country will have approached the implementation of the PSI Directive differently. The main approaches adopted by Member States can be summarised as: Procedural. In this approach the country transposes the Directive on a basis of I have to do this otherwise infringement procedures will be invoked! Light Touch Regulation. In this approach action is taken to establish the PSI framework, provide standards licences, provide guidance, raise awareness within the public sector, establish a complaints and appeals handling processes. Ensuring compliance falls to the re-user! Tight regulation. In this approach the processes are similar to the light touch approach except that the regulator ensures compliance, provides reports on progress and takes action where public bodies have not complied. ePSIplus: Web Site - Score card
