Malden adopted CPA on Nov 3, 2015, by 60% of vote Malden CPA is 1% surcharge on local property taxes (with exemptions), and allows other funds to be added up total of 3% State provides matching funds (currently around 25%) that go into special fund (not the General Fund) Estimated $636,000 total funds annually available Funds may be used for capital improvements only (not for operating or maintenance) 4

How much will CPA cost taxpayer? 5 Malden CPA is 1 % surcharge on local property taxes (with exemptions), starting in FY 2017 (July 1, 2016) – Based on current tax rate, annual surcharge on residential property assessed at $375,000 is $25.69 if owner-occupied, $43.26 if not – To calculate, go to http://preservemalden.us/calculator/http://preservemalden.us/calculator/ – Average business owner (property valuation $1,061,657) will pay approximately $237 annually Low-income homeowners and senior (60+) moderate- income homeowners are exempt; for example: – Family of 4 earning less than $78,800 is exempt – Senior (60+) family of 2 earning less than $78,800 is exempt

Annually, 10 % of CPA funds must be allocated to each of: –Historic Preservation –Open Space & Recreation –Affordable Housing The remaining 70 % is allocated to the above three categories as the community sees fit What Does the Money Support? 6

All rights reserved. 24 cities in Massachusetts have adopted CPA Cities typically take 4 – 7 months between adopting CPA and passing ordinance to create Community Preservation Committee (CPC) – some faster and some slower Cities typically form a CPC with the maximum 9 members Cities typically form a CPC with residents who do not hold another elected or appointed office CPC members are typically nominated by Mayor, with approval by Council Clear, concise, well-written ordinances exist and should be emulated 10 Community Preservation Committees

Beverly formed an ad-hoc committee to draft the local ordinance Northampton elects two members to CPC through municipal election West Springfield includes a member of their Council on Aging Newton has ward representation (distribution across geography) Almost every city CPC has three-year staggered terms Cambridge has 5-year terms, Weymouth has 2-year terms Several cities include term limits Gloucester and Quincy – no more than two terms Newton and Somerville – no more than two consecutive terms 11 Community Preservation Committees

Elected officials have been named to the Committee but these are typically formed long ago, for example: Peabody, which formed CPC more than 13 years ago Quincy, which formed CPC 9 years ago Weymouth, which passed the CPA more than 10 years ago Of approximately 200 individuals on city-based Community Preservation Committees, 5 are from elected city council positions. 12 Community Preservation Committees - Rare to have elected officials

Somerville prepared an impressive 11-page Community Preservation Plan for FY16 Some websites offer good online project information with annual or multi-year recaps Some cities do an excellent job reaching out to citizens through news updates, announcements, and reporting Cambridge has a good "Frequently Asked Questions" web page Braintree has a comprehensive project application packet 13 Community Preservation Committees - Other Information

City Council Ordinance Committee favorably reported, without taking public comment, a version of CPA ordinance, which is on agenda for January 12 th City Council meeting This version has 5 at-large members: One Councillor At Large, or their designee, after appointment by Council President Four Ward Councillors, or their designee, from Wards 1, 3, 5, and 7 in odd years, and from Wards 2, 4, 6, and 8 in even years Terms of one year, no member can serve for more than one consecutive year. 14 Status of Malden CPA Ordinance

Current CPA Ordinance reported to City Council does not: (1) sufficiently reflect PreserveMalden's desire for a publicly open and efficient process to nominate and select committee members (2) will turn the focus from encouraging ideas from the community to preserve and improve our quality of life into simply carving up the CPA pie every year (3) will kill any opportunity to build expertise and institutional memory to run an effective CPA program, and (4) will mean that the people who approved a project will not be in a position to track progress on projects and hold project proponents accountable 15 Status of Malden CPA Ordinance
