2 September 2006SETA Report to Select Committee on Labour and Public Enterprises 2 Labour Progress Report NSDS HIGHLIGHTS & KEY NSDS ACHIVEMENTS FOR 2005/06 Overall, the INSETA has achieved 115% in the final SETA Performance Assessment as conducted by the Department of Labour in the NSDS related activities. DoL categorises this as performance “above requirement”.

3 September 2006SETA Report to Select Committee on Labour and Public Enterprises 3 Labour Progress Report Provinces MAIN ACTIVITIES WITHIN THE PROVINCES  National Training of 620 SDFs  Career Guide Manuals developed - 4000 printed and distributed.  Training of 60 SDFs on the use of the manual in: - Western Cape - Gauteng - KZN Invitations to this training were also accepted and attended by Department of Education and Labour from: - North West Province - Northern Cape - Limpopo

10 September 2006SETA Report to Select Committee on Labour and Public Enterprises 10 EMPLOYMENT PLACEMENT OF LEARNERS  All 144 learners on Internship programmes are placed  NSF Learnership 1,247 completed – 498 are placed, i.e. 40%  Standard Learnerships 434 completed The INSETA is currently conducting tracer studies on these 434 learners. We have traced 177 of them to date, of which 128 have been placed, i.e. 72,3%. Labour Progress Report Learners

12 September 2006SETA Report to Select Committee on Labour and Public Enterprises 12 ACTIVITIES WITH FET COLLEGES The INSETA has Memoranda of Understanding with the following Provincial Departments of Education:  Gauteng  KZN  Eastern Cape  Western Cape The INSETA has engaged the following FET Colleges to provide training:  Umfolozi – KZN (Learnership)  Ethekwini – KZN (Currently engaging)  False Bay – Western Cape (Learnership for the disabled)  Buffalo City – Eastern Cape (Engaging in: Learnerships, Skills Programmes and Internships) Labour Progress Report FETs

13 September 2006SETA Report to Select Committee on Labour and Public Enterprises 13 Labour Future Plans for Organisation Programmes Learners will be assisted with:  FAIS – Skills Programmes with an ABET focus for Funeral Brokers  Learnerships at NQF Levels 5, 6 & 7  Internships for recently graduated learners at NQF Levels 6 & 7, both nationally and abroad

14 September 2006SETA Report to Select Committee on Labour and Public Enterprises 14 Labour Future Plans for Organisation The INSETA will:  Establish a Regional Presence through Circuit Regional Advisors in the other provinces, starting with: -Limpopo in October 2006 -North West in October 2006 -Mpumalanga in October 2006 -Northern Cape in January 2007  Participate in Provincial Skills Development Exhibitions in all provinces  Build on the existing relationships with Provincial Departments of Education and Labour through participating in PSDFs & PGDS  Establish relationships with key role players in various Education and Training Institutions

15 September 2006SETA Report to Select Committee on Labour and Public Enterprises 15 Future Plans for Organisation NOTES: In general, Provincial Growth and Development Strategies focus mainly on Mining, Tourism and Agriculture and do not recognize Insurance as one of the key skills to be focused on and developed. This is why the INSETA is pushing to make the public aware of the importance of Insurance and the funds available to get people qualified in this industry. CHALLENGES THE INSETA FACES RE INVOLVEMENT WITH PSDFs etc.  Few invitations to PGDS  If invitations come, INSETA is not on the agenda to address the forum  Little national sectoral representation Labour
