2 Diesel and Particulates In 1991, Weber County exceeded the limit on Carbon Monoxide and other gasses. Diesel and its high particulate components were not considered. In 2006, the EPA designated Weber County as a non-attainment area for PM 2.5. (Weber County had been in non-attainment for PM 10 since 1987.)

3 Since 2009, Weber County has had more Red Days than our neighbors Our proposal addresses lightweight diesel vehicles that have been tampered with or are broken Currently have no way to address non-compliant diesels or public complaints regarding them. Does not apply to Morgan because they are not part of the Wasatch Front non-attainment area There are days when Weber County has higher particulate readings than Salt Lake and Davis

4 Asthma: 10 to 20 Utahns visit the ER daily By expanding I/M testing for 8,000 diesel vehicles in Weber County, this proposal is a logical, low-cost way to address our air quality and improve our community’s health Utah ER Visits due to Asthma by Month, 2000-2009 -- Utah Department of Health
