5 Challenges and constraints for scaling up Sector-wide mainstreaming remains a challenge HIV/AIDS prevention receives low priority in sector strategies and interventions Mandatory contract clauses in standard bidding documents are not always enforced Lack of M&E mechanisms and difficulty in assessing impact of interventions Bank financing is critical to mainstreaming Lack of systematic data linking transport with HIV/AIDS transmission hinders action and commitment
