1 Agenda 3pm-4pm  Help me get stuff out of my car  Pick up copies  Snack time  T-shirt time  Dues $40 by September 12 th -includes cost of shirt  Get your friends to join!  Meeting Tuesday and Thursday from now on 3-5 pm.  Only focusing on Congress Bills  Materials to bring- black binder, pad of paper, electronic device if you do not want to use the computer lab.

2 Agenda 4-5pm  Read over Congress Guide  Read over Congress Bills  (Munster has not decided on bills for October competition yet).  Discuss Bill #1 briefly  Complete Congress Prep for each bill for Thursday.

3 Congressional Debate (House and Senate)  A simulation of the U.S. legislative process, students generate a series of bills and resolutions for debate in Congressional Debate. Debaters alternate delivering speeches for and against the topic in a group setting. An elected student serves as a presiding officer to ensure debate flows smoothly. Students are assessed on their research, argumentation, and delivery skills, as well as their knowledge and use of parliamentary procedure.

4 A Bill to Legalize Transplant- Organ Sales  Advances in surgical and diagnostic techniques have substantially increased the success of organ transplant operations. In 2002, a total of 24,890 organs were transplanted in the United States. However, in the preceding decade, the gap between the number of available organs and the number of patients requiring a transplant increased significantly. The sale of human organs can be considered as a possible solution to the crippling shortage.  The black market trade in human organs is already thriving. Entrepreneurs offer the opportunity for British patients to receive privately financed transplant operations in India and Malaysia, and Americans go to China, which has sold the organs of executed prisoners. In 1983, Dr. Barry Jacobs requested that the US government create a fund to compensate the families who donate the organs of deceased relatives.  Dr. Jacobs also proposed setting up a business that would buy kidneys from living donors for transplantation, but the proposal ran into popular opposition, In 1984, Congress passed the National Organ Transplantation Act, which prohibits the sale of human organs from either dead or living donors.

5 A Bill to Legalize Transplant- Organ Sales  In a well developed paragraph, give your opinion about whether the sale of organs should be legal and back it up with 3 reasons why you hold this opinion. In addition, you need to include information about why your opposition might disagree with your position as well as a reason why you still believe your opinion is valid.

6 Congress Prep  For each of the 15 bills come up with the following:  Legislation Title/Topic  Reference number  Two Facts about the topic of the legislation:  Two Quotes about the topic: (list author... try to make it someone we’ve heard of.)
