2 VISION & MISSION The vision is a functional, inclusive, ecological and beautiful city (FIEB city). The mission is to develop a new town that would revitalize the depressed Blue Land town

3 ANALYSIS OF ROOT COURSES The town was agrarian based World wide economic crises resulted in price fall for agricultural products Low returns for the farmers and related businesses resulting in increased poverty Inaccessibility to loans High unemployment Low tax base and increased tax defaulters Decaying infrastructural facilities

4 ASSUMPTIONS There is an existing road and railway network There is an existing University The river deepens from the meeting point of the two rivers down to the South The population includes all generations - Population : 15,000 (new town) - Household : 3,000

5 LAND USES IN THE FIEB TOWN Commercial activities Residential areas for all classes of people Educational facilities Parks, recreational & entertainment facilities Light industries( High tech) Agriculture (green-house farming) Culture &Tourism

6 JUSTIFICATION FOR THE LAND USES This is an inclusive city It caters for all human needs such as food, education, employment, transportation, entertainment, relaxation, health and maintenance of their culture

7 LOCATIONAL JUSTIFICATION Location of various land uses are aimed at achieving: compatibility of land uses; taking advantage of the physical features; cost effectiveness in movement and transportation; cost implications; Complementality of the activities

8 PROJECT COSTS Land acquisition and comprehensive compensation Consultancy fees Infrastructure provision (water, sewerage, electricity, roads, walkways, parks, schools and health centres). Construction costs (Residential, commercial, industrial developments)

9 PROJECT EXECUTION MODEL The government agencies will take care of the planning, acquisition of land, compensation, execution of public works including tourism and cultural facilities. The private sector will be involved in the development of some of the residential areas, commercial areas and development of agricultural areas and green-houses.
