2 How a Project is Developed

3 Project Priorities are developed annually. Two public workshops were held on May 19 and 20, 2015. Two TPO and advisory committee workshops were on May 27 and June 25, 2015. Comments received from the workshops are listed in the agenda enclosure. Background

4 Project Priority Methodology Capacity Projects Bicycle/Pedestrian Related Projects Same as last year, TPO’s 2035 Long Range Transportation Plan. Completed projects are removed from the list, projects scheduled for construction in first three years are moved to the committed list and new projects are placed at the end of the priority list. Community Redevelopment Agency projects provided by Panama City Beach. Department of Defense project provided by Tyndall Air Force Base.

5 New rankings for Transportation Alternatives projects are being ranked by TPO staff based on criteria adopted by the TPO in April 2015. New projects for Transportation System Management ranked based on TPO approved criteria. Project Priority Methodology

6 Public Transportation related projects (listed by potential grants and furnished by the TPO’s public transportation staff in consultation with the region’s public transportation providers). Aviation projects furnished by Northwest Florida Beaches International Airport. Port projects furnished by the Port of Panama City. Project Priority Methodology

8 Table 2 Non-SIS Priorities. Move old Priority # 9 widening CR 390 to four lanes from SR 77 to CR 389/East Ave. recommended to move to new Priority #7. Move old priority #7, widening CR/SR 389 (East Avenue) to four lanes from Baldwin Rd. to Sherman Ave, to new priority #8. Move old Priority #8, a new interchange at US 98/Thomas Dr. to new priority #9. Proposed Changes from Workshops

9 Table 8 Transportation System Management. Move priority #3 improving radii and constructing an east bound left turn lane at SR 30 (Business 98) and CR 2337 (Sherman Ave) to the bottom of the priorities list because of high cost. Any changes in Project Priorities requires two-thirds majority of the voting members present. Proposed Changes from Workshops
