9.  To achieve that 70% of all public services until year 2008 will be provided via Internet on “ONE stop shop service” manner; Istanbul Forum  To establish up to 1000 PIAP (now 360) in 1 year time;  To make Internet accessibility price via mobile technologies lowest than EU average (mobile voice communication in Lithuania is lowest among EU member countries) in 3 years;  To rise computer literacy in rural Lithuania areas (to teach up to 30% of adult population). Special training programs for teachers and computer literacy education trainers.
