STRATEGY FOR DEVELOPMENT OF ISIS AND IT STRATEGY IN THE NSI-BULGARIA Main principles, components, requirements

19.04.2005MSIS, Bratislava, Slovakia2 Strategies developed by: Experts from the NSI Local experts Assisted by EU experts National Phare Technical Assistance Project

19.04.2005MSIS, Bratislava, Slovakia3 Strategy for development of ISIS and IT Strategy Interrelated documents; Common scheme: - Main objectives and tasks, - Current situation; - What to be achieved – components, architecture, principles; - Requirements and constrains; - Consistency development.

19.04.2005MSIS, Bratislava, Slovakia4 The purpose of the Strategy for Development of ISIS to define the essence, architecture, leading principles, main directions and stages of the ISIS development and implementation using contemporary information technologies

19.04.2005MSIS, Bratislava, Slovakia5 Conclusions concerning the current situation “stove-pipe”-system; Documentation of the statistical work on paper; Procedures and technologies are in dependence on the expert’s experience; Many different databases for statistics storage Limited standardization; Use of administrative sources – in embrio; Collection of metadata – without SW application and approved standard; Statistical Business Register – outdated SW and technology.

19.04.2005MSIS, Bratislava, Slovakia6 I S I S – general definition Centralized DB-s centrally maintained; Decentralized services Composed of components Standardization of the procedures in the statistical activities; Metadata driven system – common definitions, terminology, management rules, relations, functionalities in common MD base.

19.04.2005MSIS, Bratislava, Slovakia7 I S I S – architecture  Functional components: - Planning and design of statistical surveys; - Data collection; - Data editing; - Data processing; - Statistics (statistical data) production; - Dissemination of statistical products and services.  Infrastructure components: - Metadata base; - Statistical registers; - Data from administrative sources. Databases: Observation registers, Final observation register, Macrodata base Dissemination database

19.04.2005MSIS, Bratislava, Slovakia8 I S I S – architecture Integration in ISIS by standardisation of: Information; Technologies; Organization of the ISIS elements. Shared databases Multi-layer system

19.04.2005MSIS, Bratislava, Slovakia9 I S I S – functionality (1) Planning and Design of the Statistical Surveys Component SW application for detailed standard description of statistical survey; creation of catalogues of questionnaires, definitions, variables; questionnaire design; standard procedures in the statistical survey; methods, control algorithms, processing description; MD collection in Metadata base for common use

19.04.2005MSIS, Bratislava, Slovakia10 I S I S – functionality (2) Data Collection Component Data Editing Component Data Processing Component Dissemination of Statistical Products Component

19.04.2005MSIS, Bratislava, Slovakia11 I S I S – functionality (3) Metadata Base Component core infrastructural ISIS component; metadata collected for the statistical survey system metadata; system management rules and regulations; unified conceptual data-model for all metadata; object-oriented approach and flexible database model; Statistical Registers Component Data from Administrative Sources Component

19.04.2005MSIS, Bratislava, Slovakia12 ISIS Development Principles Conformity with the law Standardization and integration of ISIS components Guaranteeing the interests of the independent partners within ISIS Security of the system Openness in terms of system environment Adaptability Continuity Gradual realization

19.04.2005MSIS, Bratislava, Slovakia13 Necessary conditions for ISIS development and functioning General regulation of work on and concerning the ISIS functionality, in compliance with approved rules for ISIS organization, governance and security. General organization requirements relevant to ISIS management Financial requirements IT requirements

19.04.2005MSIS, Bratislava, Slovakia14 IT requirements included in the IT Strategy as migration rules; Strong dependence between development of ISIS and IT environment

19.04.2005MSIS, Bratislava, Slovakia15 Consistency of ISIS development and implementation ISIS - gradually developed depending on funding priority development of some infrastructural components within 18 months. The metadata component could be developed after development functional components. The NSI Intention - in the 4-5 years period to develop all components and achieve a real integration.

19.04.2005MSIS, Bratislava, Slovakia16 Experience gained good organization and collaboration in the statistical office and the developing company The integration is based on the common data model in different information systems; The integration requires a clear definition of the inherent services in every one of the integrated systems and a performance of all “ separate ” systems, as their own functionality; Involve responsible experts from the statistical units in the development process of the systems

19.04.2005MSIS, Bratislava, Slovakia17 IT Strategy principles An IT Strategy has the same structure as the Strategy for Development of ISIS. The Strategy of IT development in NSI contains basic assumptions relevant to the targeted IT environment and IT management structure. The fundamental principle when establishing the future IT environment is to achieve a maximum reasonable consolidation of the currently heterogeneous IT resources.

19.04.2005MSIS, Bratislava, Slovakia18 Requirements concerning the structure, range, quality parameters and system functionality are based on: Requirements derived from ISIS An analysis of the currently existing IT environment in NSI; The necessity to change the IT organizational and management structure; The current trends in development of the IT environment components; Requirements aiming at optimization of the organization and management of the IT environment. The necessity to ensure the IT security; The achievement of financial efficiency and investments protection; The adoption of good practice of developed statistical institutions.

19.04.2005MSIS, Bratislava, Slovakia19 Obligation to follow and ensure the application of the principles: Assuring the functional requirements of ISIS components. Centralized control of resources; Centralized services; Operational compatibility with the e-government information systems; Independence when taking a technological decision; Compatibility; Expandability
