11 Email as a Service BPA 11 EaaS BPA Email as a Service Blanket Purchase Agreement Enables the Government to buy from following five (5) service offerings: o Email as a Service o Office Automation o Electronic Records Management o Migration Services o Integration Services Period of performance: September 1, 2012 to August 31, 2017 Consumers can select from the four (4) delivery models : “Government Community Cloud”, “Private Cloud”, “Secret Enclave Cloud” or “Public Cloud“

14 Email as a Service (EaaS) BPA Interest 14 Cloud PMO is engaging with 60+ government organizations that are interested in learning more or procuring from the EaaS BPA Range of customer engagements across federal, state, local and tribal government organizations Primarily civilian federal government interest Government Community Cloud is the preferred cloud email deployment model Growing interest in Records Management (Lot 3) Smithsonian Astrophysical Observatory (SAO) (RFQ) and US Army (Draft RFQ)

15 Why use a pre-existing GSA vehicle? Potential to save 13 months in procurement time for large acquisitions SAVE TIME Shorter acquisition times can free up agency resources and money REDUCE COST REDUCE COST 77.9% of vendors awarded on full and open IT contracts for single agencies were already available on ITS GWACS or Schedule 70 REDUCE DUPLICATION Pre-vetted contracts that reduce procurement lead times and provide access to premier industry partner pool chosen following a stringent selection process REDUCE RISK REDUCE RISK 15

16 Value Proposition of GSA Vehicles 16 Purchasing cloud services through an existing contract is faster and less costly. In accordance with FAR 8.405-3, a GSA Schedule BPA: Simplifies recurring acquisitions of products and services Provides an opportunity to negotiate further discounts Reduces administrative efforts Obtains best value by leveraging buying power Provides streamlined ordering procedures Allows for quicker turnarounds on orders Incorporates terms and conditions consistent with the underlying contract On an average, the agencies completed procurement and made an award against GSA’s IaaS BPA within 2 months after releasing their solicitation.

17 GSA Assistance & Resources 17 The CCS PMO guides customers through the entire cloud procurement process. The CCS PMO offers customers support materials (Including the Ordering Guide, vendor contact information, Independent Government Cost Estimator (IGCE), and other useful templates). GSA Assisted Acquisition Services (AAS) can offer more customized acquisition, project management, and financial management services for large and/or complex IT and Professional Services solutions.

19 Need for a New Cloud Acquisition Model 19 Government Cloud Consumer Cloud Service Provider XaaS – Individual Cloud Procurements “Enterprises are already negotiating multiple contracts with multiple Cloud Service Providers. And multiple contracts mean multiple payments […] multiple data streams and multiple providers to check up on” – Daryl Plummer, Gartner Large scale Government adoption of cloud slowed by issues such as complexity of integration, acquisition and security. The current acquisition model of individual cloud procurement is limiting the amount of savings that the Government can achieve by adopting cloud. 21 GSA is exploring the CSB Landscape 21 GSA is currently investigating options for a next generation cloud computing services business model where federal agencies achieve speed and cost savings in procuring a range of cloud services to accelerate government-wide cloud adoption. Adopting the cloud broker model is just one potential option under GSA’s consideration, and GSA is currently not making bid decisions on a Cloud Brokerage contract vehicle.

22 Early Government Adopters of CSB Model 22 Two(2) agencies have already implemented the cloud services broker model: Department of Energy (DOE), National Nuclear Security Administration (NNSA) o Adopted the CSB model called YOURcloud State of Texas Department of Information Resources (DIR) o Implemented the cloud services broker pilot focused on infrastructure as a service offerings.

23 Agencies Exploring the CSB Model 23  Defense Information Systems Agency (DISA) will act as Enterprise Cloud Services Broker for DoD. DISA released their Cloud Broker RFI in FY12 Q4.  GSA has collaborated with agencies such as HHS, DHS, NASA, DOJ, and DISA for GSA’s CSB Market Research.

26 Update on GSA’s Cloud Brokerage RFI 26  GSA issued the Cloud Brokerage Request for Information (RFI) on July 17, 2012 and received 81 responses from industry  GSA collaborated with several federal agencies such as HHS, DHS, DISA, NASA that have expressed interest and assisted with developing the RFI  Hosted an Industry Day on Aug 2, 2012 with over 150 attendees  GSA completed assessment of all 81 responses and identified 17 RFI respondents for deep dive sessions.
