2002 – 2005: The Program worked with many federal agencies. In most cases, the Program worked with people that were either: a) early adopters of technology; or b) already familiar with Earth science data and remote sensing. 2006-7: The Program identified a need to build on these initial users and cultivate use by their peers within their respective agencies. Air Quality Program Needs & Direction 2008+: The Program needs to access the “next level” of users – people that may have heard about and seen their peers use the Earth science products but don’t necessarily know how to use the products themselves.

Goal 1:Identify and demonstrate new applications of NASA Earth observations and science to improve the nation’s ability to manage its natural resources, plan for the future, and respond to environmental threats. Goal 2:Improve the nation’s capacity to use space-based observations in everyday decision making. Goal 3:Foster communication between scientists and end users to ensure that NASA science and observations are optimized to serve both science and society. Goal 4: Help the nation confront the challenges and impacts of climate change through informed policy making and the development of effective adaptation and mitigation strategies. Applied Sciences Program Program Plan 2009-14 (Draft)

Air Quality Program AQ Applied Science Team Applied Sciences Teams Team will focus on a specific set of applied, breakthrough topics that require a sustained, coordinated, and targeted research investment Identify specific data products and provide applied feedback to ESD research Involve research scientists, data center representatives, applied scientists, and end users; the teams will include scientists sponsored by interested partner agencies. Models to consider: A. R&A/Platform Science Team (e.g. Aura Science Team) B. Instrument Science Team (e.g., MODIS Science Team) C. Product Team (e.g., Ozone Processing Team) D. Field Campaign Event Team (e.g., ARCTAS)

Air Quality Program Program Management Activities Data Management NRTPS – Near Real Time Processing System Consistent NRT (<3 hrs) delivery of L1b radiance subsets, L2 & L3 products Continuity for existing NRT services & products for MODIS, AIRS, AMSR-E; will also include OMI SO2 & NO2 Capability to test and evaluate new and innovative NRT products Data Reduction & Delivery Develop small subset or modified scaling of a larger data products Methods to enable targeted data products to facilitate applications - Begun in 2008: CALIPSO products, MISR products Applied-community Product Support Encourage applied representatives on science teams to identify opportunities for targeted or slightly-modified products - Initial activity: CALIPSO team

Applied Sciences Program Private Sector Private Sector To date, projects have focused strongly on decision support for Federal agencies, relying on them to extend benefits to state/local/tribal governments. Often the projects involve contractors or university partners of the Federal agencies. How to better tailor efforts to attract greater interest of private sector organizations in using Earth science products? - Solicitations- Data product - Trainings- Types of projects - Error/Quality characteristics

Applied Sciences Program Market Research Market Research Analysis on who’s using data currently; what gaps and why Marketing organizations to help with market research Harness the Web networking assets - Short clips for applications examples, data product access, etc. What problem trying to solve: - Underutilization or proper uses?

ESIP Federation: NASA Data Policy Discussion January 7, 2009 Martha Maiden & Lawrence Friedl NASA Headquarters Earth Science Division Earth Science Serving Society
