2 Mission Canada 2012 will send a strong signal of Canada’s support for Ukrainians’ democratic rights. An independent impartial EOM, it will observe major components of Ukraine’s full electoral cycle: before, during, and after the election day including the legal and regulatory framework; the election administration; the election campaign, including the media environment; the complaints and appeals process; voting, counting, and tabulation; and the announcement of results. The Mission intent is to strengthen those who have acted democratically, and identify any observed to have been undemocratic. The Mission Canada Report will validate much of the electoral cycle, and comment on any perceived electoral fraud, malpractice, or systemic manipulation. This will bolster the perceived legitimacy of the free and fair aspects of the election process, and contribute to the acceptance of those results. If there are electoral shortcomings, the Report will validate and embolden action by Ukrainians insisting on democratic reform within their country. Mission Canada, is funded by the Canadian Government, but functions as a CANADEM project and is independent of government. Mission activities should reflect this independence so as to assist in the Mission’s perceived impartiality. The Mission will collaborate with other domestic and international observers so as to complement their activities, such as which polling and tabulation locations to observe. Observers will consist largely of experienced Canadian international election observers and reflect Canadian popular support for democratic development in Ukraine. 2 28 Oct.
