3 Glossary SEWP: Solutions for Enterprise Wide Procurement GWAC: Government-Wide Acquisition Contract Contract Holder: a company that was awarded a SEWP Contract Provider: A company with one or more products and services on at least one SEWP Contract Issuing Agency: The Government Agency that issued an order against a SEWP Contract 3

4 SEWP Origins - 1992 4 SEWP conceived as a Goddard-wide IDIQ contract for IT products to promote reduction of sole source requirements NASA HQ asked for the contracts to be available NASA-wide GSA (through DPA) strongly encouraged NASA to use SEWP as a test case for GWACs Cited NASA’s unique expertise in the combination of technical and procurement activities

5 SEWP / GWAC Origins – Part II 5 2015 – NASA awards the fifth iteration of the SEWP contracts NIH became the second GWAC agency Others joined in: GSA, Commerce, Transportation With time, Commerce and Transportation did not have a large enough customer base to continue their GWAC programs 1996 – Clinger-Cohen Act passed and OMB authorized to designate executive agency status GSA and NASA collaborated on setting the initial GWAC parameters 1993 – SEWP I contract awarded

20 SEWP Vision / Mission (Soon to be revised) 20 Vision SEWP will solidify its reputation as an innovative, customer focused program as it seamlessly transitions to SEWP V and will be a visible, leading contributor to NASA and the Federal IT Acquisition Community. Mission As an established and agile leader in the Federal Acquisition Community, the SEWP Program Office manages a suite of government-wide IT product solution contracts that provide NASA and all Federal Agencies with timely access to mission critical technologies. The Program provides best value and cost savings for the Federal Government and American taxpayer through innovative procurement tools and processes; premier customer service and outreach; and advocation of competition and cooperation with industry.
