6 PSD is used: Local governments (funding 15-25% of the budget, II + III sector) Ministries (funding from 0-24% of the budget, III sector) Agencies

7 PSD in Local Governments Almost all money given is direct support NGOs active in social services, recreation hobby clubs, recycling, museums, ports Business sector dominates: public transport, water supply, parking control, coast guard

8 Conditions in Local Governments Some LGs use detailed contracts Other LGs leave the conditions open and let the NGO decide how to reach the goal Some LGs use unwritten agreements

9 Planning in LGs Some LGs have gathered more information before contracting out Other LGs rely only on their own knowledge Some LGs have not started contracting process Some contracts have been unsuccessful

10 Financing in LGs LGs have hoped that the NGOs find other sources for financing LGs tend to enter into short-term contracts NGOs cannot have longer-term plans and recruit skilled people In some areas financing is insufficient

11 Problems in LGs Lack of NGOs in certain fields In some cases NGO member can also be members of the LG LGs do not examine the situation enough Insufficient funding to provide quality Short-term funding

12 Challenges for LGs Develop a standard for contracting out public services to NGOs Make situation and market analyses compulsory Support III sector development in local area Be able to provide training for earlier employees
