3 BACKGROUND RAF/2015/00018: Request for bid: Panel of Actuaries for a period of five (5) years. RFB was advertised on Friday, 28 September 2015 Closing on 20 October 2015 at 11h00

4 Page 4[Insert presentation title] PURPOSE OF THE RFB  The Road Accident Fund (RAF) requires services of actuaries in delivering its mandate of paying third party compensation to road accident victims. Currently, RAF is capacitating its internal Actuarial Services Department that will provide actuarial services to the business in future. In view of this, RAF at the moment requires services of a successful provider to assist with actuarial work as outlined. The RAF wishes to appoint competent, experienced and suitably qualified service providers to serve on the panel of Actuaries for a period of five (5) years:  Background of the Project

5 Page 5[Insert presentation title] SCOPE OF WORK  The RAF is looking to appoint a panel of no more than fifteen (15) suitably qualified Actuaries / Actuarial firms to be utilized on rotation basis as and when the need arises. The scope of requirements will include but not limited to the following: The calculation of loss of earnings and loss of support benefits paid by RAF; Producing of reports; and Ability to attend court, when required to do so.

6 Page 6[Insert presentation title] The Maturity Assessment To ensure effective and successful implementation of IT governance, an assessment should be performed to evaluate the maturity levels of the current standards and regulations, i.e. ITIL Service Management, COBIT processes, and King III principles within ICT. The objective of the assessment is to establish a benchmark which will be used in the development of specific plans for process improvement initiatives. The scope of the assessment will include the following standard and frameworks. Depending on the outcome the processes might be reviewed, re-designed where necessary, documented, endorsed, communicated under the ownership of a process owner who has the authority to enforce compliance. ITIL v3 (All Processes) COBIT 5 (All Processes) King III Chapter 5 (All Processes)

7 Page 7[Insert presentation title] EVALUATION CRITERIA  The evaluation criteria will be based on the following requirements:  Mandatory (Comply or Not Comply) bidders who do not meet the mandatory requirements will be disqualified.  Technical Functional Requirement (100 points).  Threshold to proceed to price and B-BBEE is 70 points.  Price and B-BBEE Evaluations (90/10 points).  Bidders who score less than 70 out of 100 on functional / technical criteria will not be further evaluated on Price and BEE.  EVALUATION CRITERIA AND METHODOLOGY

Please furnish certified copy (or copies) of actuarial qualification certificate(s) and proof of membership with an actuarial professional body for the qualified actuary (or actuaries) to be deployed to the RAF work. 11 Page 11[Insert presentation title] Technical Evaluation Criteria The Technical Criteria will be utilized to test the capability of the service providers Technical Requirements: Technical / Functional Criteria (Submission) NB: Each proposal will be evaluated based on the submitted documentation, on four (4) items out of 100 points: Site visits. (Bidder/s who scores a minimum threshold of 70 points out of 100 points allocated at technical evaluation will be further evaluated on price and B-BBEE.

13 Disqualification of bids Bidders shall be disqualified if they fail to: Submit true and correct information Comply with mandatory requirements Comply with prescribed response format

One (1) original and one (1) hard copies, submitted in a sealed envelope, clearly marked (RAF/2015/00016) envelope, to the address provided below. Submission Register must be signed at the reception by bidder when submitting bid documents.
