2 Boating is fun… we’ll show you how Common Definitions Watercraft – any boat designed to be propelled by machinery, oars, paddles or wind action upon a sail for navigation on the water. Wakeless speed – speed that does not cause the watercraft to create a wake, but in no case in excess of 5 mph. Operator – a person who operates or is in actual physical control of a watercraft. What does no-wake mean? 2

Required obtained from registration: -A certificate of number (ownership document) -An AZ numbers -Two decals Sail, and human powered boats without motors not required to register 3

4 Boating is fun… we’ll show you how Boat Registration Certificate of number is required onboard when boat is in use. NO REGISTRATION MEANS NO USE! AZ number is affixed on forward half of hull, port and starboard bows. Renewed annually, the registration validation decal is placed forward of the AZ number. Non-resident with current state registration – 90 days reciprocal use. Change of ownership / address / stolen requires notification within 15 days. 4

5 Boating is fun… we’ll show you how Laws - PFDs All watercraft, except sailboards, shall carry a USCG approved PFD of the type and category prescribed. There shall be one such device in good and serviceable condition for each person on board and so placed as to be readily accessible for immediate use. Any person being towed behind a watercraft shall wear a buoyant belt or PFD while being towed except for a performer engaged in a professional exhibition. What are the PFD requirements for a 12 foot canoe? 5

6 Boating is fun… we’ll show you how Laws - PFDs All persons operating a personal watercraft (PWC) must wear USCG approved life jacket. A child twelve years of age or under on board a watercraft shall wear a USCG approved Type I, II, or III PFD whenever the watercraft is underway. A USCG approved, impact rated for high speeds PFD is recommended worn for watersports such as skiing, tubing, and PWC operations. What ages of children must wear a PFD whenever the boat is underway? 6

9 Boating is fun… we’ll show you how Minimum Age At least 12 years of age to operate watercraft powered by motor greater than 8 hp unless the person’s parent or legal guardian or at least one person who is 18 years old or older is present on the watercraft. How old do you have to be in Arizona to operate a PWC by yourself? 9

10 Boating is fun… we’ll show you how Law Enforcement 10 Peace officers may issue warning order, or a citation, and order the operator of the watercraft ashore to correct the violation. All watercraft operators hailed by peace officers are required to stop and allow boarding. By operating in Arizona waters you have consented to tested for alcohol or drugs (implied consent).

11 Boating is fun… we’ll show you how Laws - OUI OPERATING UNDER THE INFLUENCE (OUI) is illegal and punishable – fines, jail time, and loss of boating privileges Legal level of intoxication =.08% BAC Extreme OUI =.15% BAC Fines up to $2500 and jail up to 6 mo. Repeated convictions may carry more severe penalties. ARIZONA has ZERO Tolerance for boating while intoxicated. 11

12 Boating is fun… we’ll show you how Laws - Speed SPEED RESTRICTION Reasonable and prudent speed for prevailing conditions or within posted limits required. Control speed to avoid collision or dangerous wake. 12 Be alert for and obey the white regulatory markers with orange geometric symbols

13 Boating is fun… we’ll show you how Laws RECKLESS OPERATION Allowing riders on gunwale, transom covered or closed bow of motorboat operating in excess of wakeless speed. Operating a watercraft, showing willful or wanton disregard for other persons or property. Observe and comply with the “boat capacity” loading restrictions. 13

14 Boating is fun… we’ll show you how Laws – Federal Rules Boat maneuvering rules in USCG Inland Rules were discussed in section 4. Failure to maintain the required lookout at all times under all conditions is common cause for collision. In a meeting situation, both vessels are give-way status. 14

15 Boating is fun… we’ll show you how Laws FIRE EXTINGUISHERS – USCG Approved MINIMUMS! Watercraft less than 26 feet – One B-1 Watercraft 26 to 40 feet – Two B-1 Watercraft 40 to 65 feet – Three B-1 Fixed fire extinguishers installed in engine compartments may meet requirements. What size and type of fire extinguisher must you have on a 19 foot outboard bass boat? 15

16 Boating is fun… we’ll show you how Laws No person shall operate watercraft or swim to the interference of boat launching areas. Towed watersports require boat with capacity for 3 persons A third person, a mentally competent observer at least 12, is required! Orange or Red 12 inch by 12 inch skier is down in the water, not skiing is required. 16

17 Boating is fun… we’ll show you how Laws No reckless skiing, endangering life or property. Waterskiing is prohibited between sunset and sunrise. Know and observe restricted areas of operation. Operations in restricted areas are prohibited. Normal traffic flow shall be counter clockwise. 17

18 Boating is fun… we’ll show you how Personal Watercraft (PWC) All persons shall wear USCG Approved, labeled, correctly sized, serviceable (Type I, II, or III) life jacket. Life jackets must be fastened according to the manufacturer’s design or recommended use, and adjusted for a snug fit. If the PWC has a lanyard type engine cut-off switch, the lanyard must be attached to the operator. 18

19 Boating is fun… we’ll show you how Personal Watercraft (PWC) PWC shall not be loaded beyond safe carrying capacity or the manufacturer’s limits. In Arizona, simultaneously committing two or more of the following is RECKLESS OPERATION: -operating within 60 feet of another boat above wakeless speed -operation in vicinity of a motorboat that obstructs visibility of either operator - heading into the wake of another boat causing ½ or more of the PWC to leave the water - maneuvering quickly, turning sharply or swerving within 60 feet of another vessel 19

20 Boating is fun… we’ll show you how Rules and Regulations NAVIGATION LIGHTS Lights must be displayed between sunset and sunrise as specified in the Inland Rules as presented in section SIX of this course. MUFFLING EQUIPMENT Mufflers are required to prevent engine sound level in excess of 86 DB measured at 50 feet or more from the watercraft. 20

25 Boating is fun… we’ll show you how Boating Education Boating education is standardized through the National Association of Boating Law Administrators (NASBLA), responsible for National Boating Education Standards. Providers offer these programs in classroom, home-study, and online NASBLA approved courses. Even though not required in Arizona, many boaters take the boat safety course in order to save on insurance or for boating in other states that require a boating license. 25

27 Boating is fun… we’ll show you how AzAIS The following protocols shall be taken for watercraft, vehicles, conveyances, or other equipment that have been in or on a listed water/location for 5 days or less: Before leaving the vicinity of any listed water in Arizona: Remove any clinging material Remove the plug and drain the water Drain water from engine cooling system Dry completely If using the watercraft again within 5 days at any other Arizona waters, replace bilge drain plug and disinfect w/at least 1 gallon of vinegar. 27

28 Boating is fun… we’ll show you how AzAIS The following protocols shall be taken for any watercraft, vehicles, conveyances, or other equipment that have been in or on a listed water/location for more than 5 days: Before leaving the vicinity of the listed water/location: Remove any clinging material Remove the plug and drain the water Drain water from engine cooling systems Dry completely Remove all attached invasive species from boat surfaces, motors, impellers, outdrives, rudders, anchor(s) and through hull fittings 28
