2 Global Coordination for Enhanced Food Security Food Security Clusters activated in the past on a case by case basis FAO designated global cluster lead for agriculture FAO was participating in a number of agriculture, food security, livelihoods clusters at the country level, some of which were combined. No single coordination mechanism for food security. Titles and foci of clusters related to food, agriculture and livelihoods varied among countries and emergencies. Growing demand from countries for a more predictable food security cluster to coordinate and advocate for food security emergency outcomes

3 Global Food Security Cluster Established in December 2010 to coordinate food response during humanitarian crisis, addressing and advocating issues of food availability, access and utilization. Co-led by WFP and FAO and housed at the WFP headquarters in Rome. Priorities Areas: Short- term surge support Tools and guidance Training and capacity development Information management support Advocacy

4 Pacific Experience Samoa Tsunami Disaster 2009 Early Recovery did not cover all the food related issues of the emergency. No specific cluster addressing Food Security/ Agriculture needs. FAO identified to take the lead. Suggestion to establish and formalize a Food Security Cluster, led by FAO.

5 Way Forward Hiring of a Consultant to carry out the following: Develop Terms of Reference for the PHT food security cluster Develop a regional agriculture / food security post disaster damage/loss/needs assessment template form that is gender mainstreamed: Carry out a stock take to compile existing assessment forms Distill common essential elements from existing form/toolkits, taking into account sub-regional specificities Develop a draft synthesis template, ensuring that the content and coverage does not duplicate assessment by other clusters, while addressing any gaps Develop guidelines on how to use form / methodology Collaborate with officials in selected country/ies to conduct a national stakeholder workshops to consider, adapt and adopt /endorse the template.

6 Way Forward Propose a regional training/ workshop for government emergency focal points in Agriculture/ or other relevant ministries to build capacity to act as in country focal points for the cluster. Strengthen communication with other cluster leads and HQ personnel responsible for the coordination of FS Global cluster for experience and lessons learnt from other regions.
