4 ISPS C – Extension Scheme  The ISPS C may be extended for a period but no longer than three (3) months, if a ship, at the time when a ISPS C expires, is not in a port in which is to be verified.  A period of grace (extension) of up to one month may also be granted to a ship engaged on short voyages.

5 Interim ISPS C Certification Scheme It is issued for the purposes of:  Ship without ISPS C, on delivery or prior to its entry or re-entry into service.  Change of Flag (Contracting Government)  Change of Flag (Not Contracting Government)  Change of Management  Validity: Six (6) months  Extension: May NOT be extended

6 Interim ISPS C Verification - Provisions 1. The Security Assessment has been completed. 2. The Security Plan is available on board and has been submitted for approval. 3. Availability of ship Security Alert System.

What changes can be made to an SSP without submitting for new approval? –ISPS Code A 9.5 The FSA shall determine such changes –ISPS Code A 19.1.4 No changes to the system and equipment or the approved SSP without the sanction of the FSA Class Societies recommend the following changes without submitting the plan for approval –Contact Information of ports –Contact Information of Authorities –Minor changes to organization structure due to non-security related items –Minor changes in ship data and arrangement due to non-security issues –Increase of Security measures such as drills, audits, etc.

It is up to the company/vessel how these areas are protected based on the SSA results. Security Alert System, can the SSP be approved and ISSC issued if this is not in place? –Yes –The Security Alert System must be in place before the first radio survey after 1 July 2004 for pax, tankers and bulk carriers and 1 July 2006 for other cargo ships. We expect that IMO will issue further guidance Authorization. Can XXX Class approve SSPs and issue ISPSC even if XXX class is not authorized by the FSA (yet)? Authorization.
