The 2006-07 Budget increases Project 720 from $4.7 million to $9 million to reach an additional 30 high schools.

The 2006-07 Budget increases Dual Enrollment from $5 million to $7 million - 3,000 additional students - $1.36 million of the new funds for low- income students -$360,000 of the new funds for Early College, Middle College & Gateway to College programs

21 Pennsylvania’s 2006-07 basic education subsidy strategically invests in our school districts: –Directs the most state resources to the communities with the greatest need and least local wealth –Helps school districts reach a funding level that can provide a high-quality education Adequate and Equitable Funding Investing in our Children - Investing in our Future

22 Basic Education Subsidy 1.Base Supplement - $80 million for all school districts, with the most resources for the districts with the least local wealth. 2.Poverty Supplement - $55 million for 183 low-income districts. 3.Foundation Supplement - $64 million for districts that spend less than the state target. 4.Small District Assistance - $4.5 million for 122 small districts. 5.Growth Supplement - $500,000 for 6 school districts with increasing enrollment and decreasing local tax revenue per student. 23 6.Inflation Index Supplement - $7.2 million to ensure that all school districts receive an increase of at least the 3.9% inflation rate multiplied by the district’s aid ratio; 159 districts qualify. 7.Minimum Increase Guarantee - $3.5 million to guarantee at least a 2% increase to all school districts; 122 districts qualify. 8.Limited English Proficiency Supplement - $10 million for 39 school districts with a significant Limited English Proficiency population. 25 Foundation Funding Adequate and Equitable Funding Investing in our Children - Investing in our Future The Foundation Formula Works In just two years, the Foundation Formula has brought 86% of the neediest districts up to the $8,500 target: –153 of the districts identified last year as spending less than $8,500 already have a significant local tax burden –Thanks to the 2006-07 budget, 132 of those school districts will reach $8,500 per student

26 Special Education Funding $38.1 million increase (4%) Special Education subsidy - $22.5 million increase. –$20.9 million Base Supplement increase for all school districts. –$487,000 Inflation Index Supplement increase to ensure that school districts receive an increase of at least the 3.9% inflation rate multiplied by the district’s aid ratio. –$1 million to guarantee all districts a minimum 2% increase. Increase the contingency fund from 1% to 2% of the Special Education appropriation - $10.3 million increase. –Helps school districts pay for special education students with the most exceptional, high-cost needs. 28 Accountability Block Grant Pennsylvania Investing in our Children - Investing in our Future Accountability Block Grant in 2005-06 3,052 children in pre-kindergarten. 58,318 children in full-day kindergarten. 18,165 students in kindergarten through 3rd grade in smaller classes. 31,431 struggling students receiving tutoring through Accountability Block Grant. 515,903 students benefiting from teacher training including reading and math teacher coaches.

29 Tutoring Pennsylvania Investing in our Children - Investing in our Future $66 million for tutoring for 157,000 students. 175 schools districts and Career and Technical Centers. Tutoring success: - Warren County SD: 3rd graders improved reading proficiency by 28%. - Annville-Cleona SD: 84% of primary grade students increased reading comprehension scores. - Southmoreland School District: 63% of junior high school students who participated in tutoring scored at or above proficiency on the reading 2005 PSSA. Previously, none of these students were at proficiency levels.

31 Accountability Block Grant Yields Results for Early Childhood Education Two-thirds of the Accountability Block Grant is invested by local school districts in early childhood education, fueling the growth of full-day kindergarten, small class size, and pre- kindergarten. “ As a result of implementing full day kindergarten last year our current 1 st graders are also showing better achievement than previous classes.” - South Middleton SD Early Childhood Education Investing in our Children - Investing in our Future Early Childhood Education

32 Head Start Supplemental Assistance Program $45 million in Head Start (increase of $15 million) Adds 1,540 children, making this high quality program available to 6,250 at-risk children. Early Childhood Education Investing in our Children - Investing in our Future

33 Preschool Early Intervention Early Childhood Education Investing in our Children - Investing in our Future Over $131 million state dollars for preschool Early Intervention, an increase of over $7.9 million. Adds 2,347 children, for a total of 40,536 preschoolers with developmental delays and disabilities participating in Early Intervention.
