2 Development of E-Governance Development of IT has led to the growth of the e-society The use of information technologies for improvement of customer service and more efficient and transparent functioning of the system National Agency of Public Registry (NAPR) – First public authority introducing e-governance principles in Georgia NAPR activities toward development of e-registration and e-cadastre

3 NAPR – Reasons for Development of E-Registration and E-Cadastre System To meet increasing demands of ordinary customers and entities involved in property market Ensure easy access to NAPR services and property-related data introduce one-stop shop increase efficiency, transparency and effectiveness of NAPR operation

4 NAPR – Development of E-Registration and E-Cadastre System Creation of the unified electronic database Establishment of the unified computer network connecting all territorial registration offices of NAPR Development of web-based software (for registration of applications and rights, liens and encumbrances, etc.)

5 NAPR – Development of E-Registration and E-Cadastre System Offering customer e-filing of applications, electronic update of abstracts, etc Providing easy access to the NAPR electronic database via internet Direct access to the databases of other entities, like Civil Registry (for verifying identity of the applicant); notaries (for verifying certain documents), etc.

6 Legal Framework for Development of E-Registration and E-Cadastre System Legal Documents allowing NAPR to receive electronic applications and issue legally binding e-documents (without seal and signature of a registrar): Law of Georgia on Public Registry Instructions/Regulations on Public Registry, approved by Order of Minister of Justice Weak legal framework for regulating the issues concerning ICT use, database security, etc.

12 E-Processing of Cadastral Data Centralized processing of cadastral data via internet Data storing/processing using ESRI ARCGIS software GIS operator inserts data in SDE server, makes situational map, exports it in PDF format and uploads it on PDF servers.
