2010 Orthoimagery Framework Progress Report March 20091Ortho FIT Status - Sounhein 2009

Planning for 2010 & beyond Imagery … March 2009Ortho FIT Status - Sounhein 20092 Where are we? Where do we need to go? How to get there? How did we do? 2005 Imagery : ½ - 1 m. Imagery Portal Update Data: Other datasets, (IR) Fund Stewardship Need a Reliable Funding mechanism for current and future data acqusitions So far were on track for 2010. Future planning needs to take place.

History 2005 1st Step: Garner Support: In 2004, OGIC adopted Imagery Consortium MOU March 20093Ortho FIT Status - Sounhein 2009 2nd Step: Coordinate with stakeholders and ink agreements.

Private Fed LocalState Vendor GEOFSA Federal Agencies Interagency* Partnership * OBA assistance needed Imagery Consortium 1/2 meter Imagery $250K to Vendor $1mill transfer: Fed Agencies to FSA One Meter Imagery: $1.2 Mill to Vendor Agreement Interagency Contract Flow of Funds $200k: Consortium/OGIC (Thru Geo) to FSA $250k: Consortium/OGIC (Thru Geo) to Vendor March 20094Ortho FIT Status - Sounhein 2009 History 2005 2nd – Cont Workflows of inked agreements

History – Cont 3rd Step: Vendor facilitates required task, delivers product to stakeholders. March 2009Ortho FIT Status - Sounhein 20095 4th Step: QA/QC feedback process initiated via group of stakeholders

Final Delivery – Imagery distribute to stakeholders March 20097Ortho FIT Status - Sounhein 2009 Final Stage - Creation of portal for distribution of data

How did we do & what did we Learn? Need for a more efficient contract mechanism for procuring data. Need to distribute data via portal. Need to make sure stewardship is not left out of ongoing efforts. Need to plan data acquisition in state biennial funding cycle, to take advantage of IFTN’s three-year data acquisition cycle. 10 March 20099Ortho FIT Status - Sounhein 2009 2010 Orthoimagery Approach Were taking a more organized and efficient approach for 2010 All agency use the data but not all agencies help fund that data

2010 Orthoimagery Status 1 st Step: Garner support …. Complete – Everyone has need for imagery background dataset All agency use the data but not all agencies help fund that data 2 nd Step: Secure 1 st round funding …. Almost complete – ½ meter funding is in place. $250,000 contributed by State of Oregon DAS $49,000 contributed by ODOT for State portion of IFTN Cost $25,000 also contributed by ODOT for Contract Management March 200910Ortho FIT Status - Sounhein 2009

2010 Orthoimagery Status -Cont 3 rd Step: Mechanism to handle Imagery procurement – Corp of Engineers in St Louis will manage Contract State of Oregon will contract with fed agency (COE) to handle IFTN contract. This will reduce cost for contract management, and affectively stream line the project COE will then contract with one of five pre-approved vendors ( Sanborn) for ½ meter and IR products, based on NAIP. They will also facilitate all QA/QC eliminating the need for stakeholder s to QA/QC data. 4 th Step: Secure 2 nd round funding - IR add on product – Currently need to secure funding for buy up of IR dataset. Goal of $100,000 total for cost of additional buy up product. – Need to secure funding for storage of Data and stewardship. Storage costs at the SDC are becoming more of a factor. Distribution of data via portal has maintenance cost to consider. OGIC Framework Funding: Could create problems for funding of competing themes Better approach: Establish as an Biennium budgetary item for all agency’s, and /or solicit Funds via public outreach March 200911Ortho FIT Status - Sounhein 2009
