10 APRIL Question #3 In the event of a government shutdown will the new IL regulations be stalled? 7

11 APRIL Question #4 Will DHHS/ACL make strides to move from regressive funding models to progressive funding models...meaning annual increases in funding? 7

12 APRIL Question #5 Is or will there be an MOU or some other resolution that assures that DVRs across the country will fund youth transition services in collaboration with CILs? 7

13 APRIL Question #6 I have seen no mandate from HHS/ACL making sure ADRCs work directly with CILs and fund activities that would support mutual priorities...is this being considered? If so when will it be rolled out? 7

14 APRIL Question #7 The fifth core service is really fifth, sixth and seventh core services with no additional funding. Does ACL really believe we can do more with less? 7

15 APRIL Question #8 For many years CILs have advocated for an equity funding formula that takes into account vast geographic regions that have to be traveled for many CILs that have rural and frontier service areas versus the heavily urban/population based funding model that is in place, any chance of this happening? 7

16 APRIL Question #9 While a close, cooperative relationship with the DSE and other state stakeholders is necessary and desirable to the network of ILCs and the SILC, does ACL and ILA agree that it is the majority of the center directors and the SILC that develop the State Plan for Independent Living? 7

17 APRIL Question #10 Does ACL and ILA agree that as long as the developed SPIL comports with the provisions of the law, the DSE has no statutorily conferred authority to “veto” certain aspects of the SPIL, or demand changes in the SPIL as a condition to acquiring the DSE signature? 7
