1 DTP/DHC update

2 DTP 13 th to 15 th April, EPA, Ann Arbor Chair: Michael Olechiw (co-chair from India unable to attend) No great advances were made in developing a test procedure But, key agreements were reached that should allow for quicker development over coming months

3 DTP Meeting well attended, with good representation from European Member States and industry Ed Nam opened the meeting, stressing that the key focus was to develop harmonised test procedures that would drive technology improvements Terms of reference were agreed (largely similar to DHC terms of reference)

4 DTP Indian delegation presented a comparison of Contracting Parties’ existing legislation –well received by DTP group –Industry keen that this approach is used to pick the best bits of existing legislation –Some support from other Contracting Parties

5 DTP US gave several presentations –40 CFR part 86 –How to test hybrid vehicles California Exhaust Standards –Hydrocarbons –Tour of EPA facilities

6 DTP ACEA gave a presentation –Focussed on the “headline” areas of testing –Favour a comparison of existing legislation and suggest where these differ to adopt the most stringent requirements for WLTP –Made some interesting proposals for testing HEVs, EVs

7 DTP Subgroups –It was agreed to establish a number of subgroups to work on specific issues: Particle measurement Emissions measurement Laboratory measurements (physical measurements) Fuel standards group –Volunteers were sought to lead and participate in the subgroups

8 DTP Key agreements –Establishment of subgroups –Appointment of technical secretary –DHC/DTP chairs to present a paper to WLTP clearly defining the roles of the two groups –Revision of project plan to take into account subgroups Unresolved –How to develop the test procedure (use CFR part 86 as basis, or continue with comparison exercise)?

9 DHC Short meeting on morning of 15 th April (just as Eyjafjallajokull started to erupt…) Contracting Parties were reminded to submit their data collection plans (EU still to do this, although we have indicated that data will be sent to Japan by September) –Data collection is underway in South Korea and is completed in Japan –US also have a large amount of data ready to submit

10 DHC Alternative analysis technique –Japan presented their alternative analysis technique –Data would be binned into low/medium/high speeds and then analysed accordingly –There was also a correction to the application of weighting factors (taking into account the need to normalise some datasets) –It was agreed to note the presentation and alternative analysis technique –In the mean time, the methodology set out in WLTP-DHC-02-4 would be followed until this methodology is proved not fit for purpose

11 DHC ACEA/EU presentations (by Heinz Steven) –Overview of initial analysis of existing ACEA data (more or less the same presentation that was given to EU WLTP at the March meeting) –Questions were raised regarding the order of short trips (need for DHC to analyse in-use data to help determine the order) –Agreed to note the conclusions and for these to be considered before the next DHC meeting (there will be a working group level meeting between Japan, JRC, Heinz, etc in Geneva before the full DHC meeting)

12 DCH ACEA/EU presentation on road type, and driving period –Heinz also presented his investigation into road type and driving period (this was also shared at the March EU WLTP meeting) –DHC agreed to note the conclusions and consider these further as more in-use data becomes available for analysis

13 Next meetings The next DHC, DTP and WLTP meetings will be held on 9 th June, Geneva There will be a joint DHC/DTP meeting in September (hoped to be in Europe)
