8 No More Reallocation Using current student enrollment & poverty count at time of grant awards The only thing being factored in at reallocation would be carryover from 2014-15 year 2014-15 carryover is around $253,000 This translates to an LEA receiving $35,000 or more would receive roughly $1,000 more (exception being MPS)

9 Where will Carryover go? Roll carryover into the following fiscal year; therefore 2014-15 carryover ($253,000, respectfully) will be added to 2016-17 grant awards This is the process WTCS uses

18 Use of Perkins Funds for ACP To be allowable at all for Perkins funding, the expenditure must meet the requirements as outlined in the Guidance for Carl Perkins Expenditures document. If the expenditure does not meet the requirements outlined on that document, Perkins funding cannot be used.Guidance for Carl Perkins Expenditures

19 Use of Perkins Funds for ACP Expenditure: ACP professional development, meetings/conferences, training Allowable non-traditional occupations Program of Study (POS) development – CTE curriculum and course integration of academic, technical & employability skills partnership development work-based learning core indicator correction counseling for career decision making

20 Use of Perkins Funds for ACP Expenditure: Activities related to counseling services & ACP Allowable: Counseling activities related to comparing POS’s based on student interest Counseling activities related to comparing post- secondary options in the chosen POS

21 Use of Perkins Funds for ACP Expenditure: Activities related to connecting Programs of Study & ACP Allowable: Team collaboration, coordination and curriculum development for a specific POS for development, implementation, or refinement Integrating academic, technical and career readiness skills for a specific POS for development, implementation, or refinement Designing, building, or evaluating a specific POS for development, implementation, or refinement Mapping out required courses & experiences for each POS

22 Use of Perkins Funds for ACP Expenditure: Activities related to connecting Career opportunities & ACP Allowable: Labor Market Information (LMI) review & evaluation for POS relevance Stakeholder outreach, communications, meetings, & needs assessments to develop, implement, or refine new or current POS Coordinated connections for school-to-work, career/tech prep networks, and work-based learning opportunities Student activities as related to career exploration and POS participation in CTE classes

25 SEC. 135. LOCAL USES OF FUNDS (d) ADMINISTRATIVE COSTS.—Each eligible recipient receiving funds under this part shall not use more than 5 percent of the funds for administrative costs associated with the administration of activities assisted under this section. Perkins Law on Administration Expenditures

26 The term ‘administration’, when used with respect to an eligible agency or eligible recipient, means activities necessary for the proper and efficient performance of the eligible agency or eligible recipient’s duties under this Act, including the supervision of such activities. Such term does not include curriculum development activities, personnel development, or research activities. Perkins Law on Administration Expenditures

27 What is permissible? Administrative are those costs that exist for the general operation of the program. Examples are bookkeeping, payroll department, copying or printing; overall administration of the school. These are costs that do not relate solely for the program but a portion of them can be allocated either directly or indirectly to the program.

28 Carl Perkins Indirect Rate Administration is either direct or indirect Perkins regulations limit admin to 5 percent Compare your restricted indirect rate to the 5 percent rate established by Carl Perkins and use the lower of the two numbers

29 Example 1: Indirect rate is 8 percent Need to adjust indirect rate to 5 percent, which would be part of Perkins administration. You cannot claim 5 percent administration AND 5 percent indirect. Indirect and administration are part of the same 5 percent under Carl Perkins.

30 Example 2: Indirect rate is 2.5 percent Indirect rate cannot exceed 2.5 percent But can still claim 5 percent Perkins administration. 2.5 percent of the 5 percent can be indirect; but the remaining 2.5 percent could be claimed as direct.

31 Grant Opportunity This one-time award of funds is available for STEM activities with a clear non-traditional fields (NTO) focus for January 1, 2016 to August 31, 2016. The term ‘non-traditional fields’ means occupations or fields of work, including careers in computer science, technology, and other current and emerging high skill occupations, for which individuals from one gender comprise less than 25 percent of the individuals employed in each such occupation or field of work.

32 Grant Opportunity Only school districts who are current recipients of Carl Perkins formula funds (either directly or through a consortium) are eligible to apply There is a minimum of $3,000, with a maximum of $7,000 per application. Supplement not supplant
