6 Fasset Update Strategy 2015 / 2016 Fasset continues to focus on relationships with specific stakeholders in order to extend the skills development reach in implementing a career pipeline approach. These include but is not limited to: Technical & Vocational Education & Training (TVET) Colleges; Universities and Universities of Technology; Professional bodies. In this way, Fasset will: Ensure its provincial footprint grows significantly as well an increased focus on rural areas; Continue to act as an ‘incubator’ of skills across all sectors in the economy (not only for the Fasset Seta employers) Ensure transformation of the demographic profile of the finance and accounting sector (long-term objective) OCTOBER 2015

13 Bridging Projects Designed to assist unemployed learners (NQF levels 4 – 8) and bridge the gap between theoretical learning and workplace experience In July 2015, Fasset approved 20 new projects to the value of R 249.1m for 2016/17 and 6050 learners stand to benefit. A further R 26m is available for this funding window. Fasset approved 18 new projects to the value of R 127m for 2015/16 and 3009 learners stand to benefit. 15 TVET Learners Workplace-based Experience Project Fasset Update The Department of Higher Education and Training identified the need to capacitate public TVET Colleges, to become the preferred providers of occupational skills, as relevant, in South Africa. This need was identified to address the high unemployment rate amongst the age group 16 – 34. Fasset is implementing a project aimed at facilitating and funding workplace-based experience for graduates from public TVET Colleges in the 2015/2016 financial year. A standard monthly stipend and travel allowance is funded for the placement of learners at employers from the Fasset sector for the full 18 months. Information and application forms can be found on the Fasset website. OCTOBER 2015

21 Instructions General notes related to the Briefing Session Attendance registers: Each bidder MUST sign the technical session register. In addition to the signed register, each bidder will be issued with a colour coded letter of attendance with a Fasset stamp and a Fasset signature. This letter of attendance must be included in your original copy of your bid submission! Minutes of the briefing session will be emailed to all attendees within 5 days after the briefing session. 22 Instructions General notes related to the Briefing Session Bidders are reminded: Telephonic requests for clarification will still not be accepted. Any clarification required by a bidder regarding the meaning or interpretation of the Terms of Reference, or any other aspect concerning the bid is to be requested in writing via email from Tania Lee (nomandla.mtetwa@fasset.org.za).nomandla.mtetwa@fasset.org.za A reply will be forwarded within three (3) working days. All questions and answers will be published on the Fasset website as appropriate and e-mails will be sent to all prospective bidders after the cut-off date, for queries ie Friday, 23 October 2015. 23 Instructions CONDITIONS AND INSTRUCTIONS THAT BIDDERS NEED TO TAKE NOTE OF: One (1) original plus four (4) hard copies as well as one (1) soft copy (CD) of the bid, i.e. five (5) documents and a CD be handed in/delivered to the address on the bid document. 50 TRAINING PROGRAMME OBJECTIVE For all bidders: PIVOTAL PROGRAMMES For undergraduate students: Programmes may lead to progression from one academic year to the next e.g. 1 st to 2 nd year, and/or from 2 nd to 3 rd year and/or from 3 rd to 4 th year; OR result in the completion of an Academic or Professional Body qualification. The underpinning criterion is that learners are registered or enrolled on a qualification pegged at NQF 6-8. (Programmes may address any one part or multiple parts of the academic progression route where a blockage(s) is identified). The proposed programme(s) must show a significant increase in throughput rates as benchmarked nationally or against similar candidates in previous years. OR For completion of a professional body qualification and placement where appropriate: The proposed programme(s) must show a significant increase in throughput rates as benchmarked nationally or against similar candidates in previous years. OR For ALL final year students: Completion of a qualification or designation and placement of 70% of the candidates (see definition of placement in the glossary). 51 TRAINING PROGRAMME OBJECTIVE For Professional Bodies: NON-PIVOTAL PROGRAMMES Programmes must result in the attainment of a Professional Body designation as obtained via an assessment process: The professional pathway needs to demonstrate that the designation is at or equivalent to NQF 6-8. The proposed programme(s) must show a significant increase in throughput rates as benchmarked nationally or against similar candidates in previous years. NB: If the programme is aimed at unemployed candidates then a minimum of 70% of the candidates must be placed into the workplace in fulltime employment. Programmes must either be aligned to the top ten scarce skills in the Fasset sector OR address the provision of Finance and Accounting skills in the broader economy including the Fasset sector. 52 TRAINING PROGRAMME OBJECTIVE Fasset’s revised Mission statement is as follows: To increase the flow of new finance and accountancy entrants into employment To develop and grow the skills required in the sector To facilitate transformation of the finance and accountancy sector In light of this, preference will be given to programmes that are aimed at: increasing the pool of Finance and Accounting skills for the broader economy; and programmes that will address the scarce skills needs of the Fasset sector specifically. 54 PLACEMENT AND PASS RATE OBJECTIVES All options below must be mapped to one of the top ten identified scarce skills in the Fasset SSP For Undergraduates students: Progression in academic years from 1st to 2nd year, and/or from 2nd to 3rd year and/or from 3rd to 4th year. (Programmes may address any part of the academic progression route where an identified blockage is prevalent.) The proposed programme(s) must show a significant increase in throughput rates as benchmarked nationally or against similar candidates in previous years. For final year students: Completion of the academic year in a qualification, for example, 3rd year BCom students into honours or into the workplace in fulltime employment, on learnerships or internships; OR 4th year students into further studies or into the workplace in fulltime employment, on learnerships or internships.
