Limerick Ireland T. +353 61 208208 F. +353 61 208209 E. information@lit.ie Chapter 9 – Human Capital Upskilling the workforce, €2.8bn – all NQF levels, funded through FAS Participation of groups outside the workforce, €4.9bn (basic skills but also HE qualifications) Infrastructure (Kelly recommendations), €1.9bn addressing “new and emerging priorities in 3 rd and 4 th level”, some PPP HE development, €10.5bn, encompasses projected recurrent expenditure but in context of HEA strategic goals (“reform funding framework so as to align institute strategy with national priorities”) Strategic Innovation Fund, €510m, “promote innovation and restructuring through strong partnerships.

Of specific interest: Encouraging progression to 3 rd level via Further Education, €2.2bn Student support and 3 rd level access, €2bn Note: HEA unit costing funding model will allocate extra 33% for each student from under-represented groups.

Limerick Ireland T. +353 61 208208 F. +353 61 208209 E. information@lit.ie IOTs submission to NDP Submission to the National Development Plan 2007-2013: we had asked for a mere €765m over the 7-year period… Upgrading infrastructure: refurbishment and equipment replacement projects, to offer state-of-the-art facilities to full-time students and to companies for training courses (€243m) Reaching into workforce: provision of modules and short programmes at undergraduate and postgraduate levels, in areas prioritised by ESG to 30,000 work-based learners in biopharma, ICT, retail, construction - at any IoT anywhere (€105m) Steps to success: second-chance education for under- represented groups (3000 participants) at 3rd level, delivered flexibly with career guidance (€17.5m) Dedicated research facilities (25,000 sq m) for applied research in close partnership with EI and industry in region – improve technology transfer services to industry (€196m + €173m)

Limerick Ireland T. +353 61 208208 F. +353 61 208209 E. information@lit.ie Key challenges (1) Set the agenda with state agencies: Implementation of “foundation for research” for IOTs; HEA new funding model, aligning institutional with national strategic priorities; Delivery of Kelly projects and upgrading existing infrastructure; A fair deal for IOTs and for our students in facilitating access to underrepresented groups.

Limerick Ireland T. +353 61 208208 F. +353 61 208209 E. information@lit.ie Key challenges (2) Work with other stakeholders: Play an active part in the development of the nine gateways; Build links with industry to avail of the innovation vouchers (€5000 per case) and achieve better technology transfer; Harness the latent potential of our academic staff through major Enterprise Ireland schemes for applied research; A coordinated approach to upskilling the workforce, utilising existing capacity and resources through National Training Fund, individual companies and their employees (note recommendations in Expert Group on Future Skills Needs).
