3 Special role of Siberia in the XXI century  The development of the infrastructure. Objects and transport hubs.  Innovations and high-tech.  The investment development. Changing from just the use of the resources into their production, collecting and more effective use.  The institutional development is in the diversification of the regions` development and in changing the level of importance of the leading regions. The role of the “Siberian Agreement” is in balance of resources, in the development of society. Interests of Siberia are being given great importance.

4 Novosibirsk region Novosibirsk region economically is one of the main subjects of Siberia. It has almost half of the value of main funds, a quarter of the fixed capital’s investments, and one fifth of the gross domestic product and of the total number of staff.

5 Novosibirsk region Novosibirsk region is in the top 5 regions in the Russian Federation for:  Number of organizations of research and development and total staff;  Number of small and medium businesses.

6 Novosibirsk region Novosibirsk region is in the top 10 regions in the Russian Federation for:  Number of people with higher education per capita;  Volume of the retail turnover and service per every citizen;  Volume of cargo and passenger traffic (rail and air transport)

7 Novosibirsk region Novosibirsk region is in the top 10 agricultural regions in the Russian Federation for producing approximately 20% of flax fiber (3rd place) and 3% of grain (12th place).

(The rating is prepared by the expert company “Bauman Innovation” with the support of the Center of Strategic developments based on the version of World Economic Forum)

The economy development  Within past 5 years, the growth of economy of Novosibirsk region has reached over the average level.  The volume of the industrial production has grown within past 6 years by 1.6 times, which is 18% higher then the average. The industrial sector has a very developed structure, which consists of high tech manufactures with a great number of productions of the military-industrial complex.  For the past several years, the economy of Novosibirsk region has been stably growing.

16 Enterprising potential  The special features of the small and medium businesses. Government’s support of the sector.  Novosibirsk region has become «The best region in the Russian Federation for the small and medium businesses` development».

17 Enterprising potential  Novosibirsk region has won in the two contests that were organized by the Ministry of the economy development and commerce of the Russian Federation. It got subsidy of the state support for the small businesses from the federal budget, which is 32.1 million rubles. This was given to finish the construction of the «business-incubator» in the scientific town Koltsovo, and for the implementation of the special purpose program «The national support of the small and medium business in Novosibirsk region for 2004-2008».

The strategic goal of the regional politics of Novosibirsk region is in the regional economy development, which will provide comfortable conditions and adequate level of life for population by maximizing the usage of resource and human potential, and the employment of people in the most profitable sectors of economy.

20 Connections between the clusters and the territory development 1.The new points of the industrial growth in small towns and districts are oil, oil-processing, petrochemical industry, and engineering industry (in Kuybyshev, Barabinsk, and Severny, Tatarsky, Chanovsky, Zdvinsky, Kuybyshevsky, Barabinsky regions). 2.In the territory development of the engineering industry there are 3 strategic goals: a)the development of the maintenance service of the agricultural equipment in the district centers; b)the innovational instrument making, and science intensive machinery construction in the Novosibirsk agglomeration (Berdsk, Iskitim); c)the energy machinery construction – the production of the energy- conserving steam-boilers of a various facility for the districts` boiler houses and for the autonomous heat supply (Cherepanovsky region).

21 Connections between the clusters and the territory development The competitiveness of the area should be the main feature of every municipal organization in Novosibirsk region. The use of the objective advantages can provide the forming of the effective economy and can help to achieve the steady progress. The territory strategy is based upon the “politics of the clusters”, which has to be the basis of the region’s competitive advantages implementation.

It has the Siberian Branch of Russian Academy of Sciences, Russian Academy of Medical Sciences, Russian Academy of Agricultural Sciences.  The State Research Center (SSC) of Virology and Biotechnology «Vector».

The scientific potential  There are more than 60 sectorial research, engineering, technological and project institutes.  More than 100 large and about 1500 minor organizations that implement technical equipment.  43 institutes that provide higher education, of which 26 are state institutes or their branches.

26 The role of Novosibirsk region in the infrastructural development of Siberia  The favorable location of Novosibirsk region is determined by it’s vicinity to Kazakhstan, Kuzbass (which is one of the largest providers of fuel resources), and China. 29 Culture  Renown of the city at the national level is associated primarily with the Academic Opera and Ballet Theater, a unique architectural monument.  The Opera of Novosibirsk is the largest stage in all of Eurasia. Its troupe with shine goes on tour in 50 countries of the world.

This substantially strengthens the district’s competitive advantages compared to those of other territories.  In the Novosibirsk region high concentration of educational institutions. Their main strength is the integration of education, science and industry, which allows achieving excellent results in the shortest possible time.  Great emphasis is placed on the training of foreign students in our universities.

33 Novosibirsk region. Service sector  For the past decades in Novosibirsk region the service sector has been actively developing. The level of trading service, educational, medical, and financial, telecommunication service and transport- logistics service has risen.  Now approximately 60% of total gross domestic product of the region falls on the service sector.

All of these things determine the «metropolitan status» of the city of Novosibirsk, and the special role of the region in the federal system of Russia.

It can provide the development and support of science intensive production that can train experts in the majority of areas, with the highest level of qualification.
