The MOU itself is the agreement between two or multiple agencies and SHOULD include data provisions related to international availability. data

3 RECOMMENDED RULES FOR SCIENTIFIC DATA OF INTERNATIONAL MISSIONS Data shall adhere to standards formulated by the International Planetary Data Alliance (IPDA). In adherence to these standards, each agency shall maintain its own archive. Archives shall be constructed under local guidance from individual agencies with compatible structure to allow international accessibility and optimization of interoperability. Schedules for data delivery shall be defined and published releases of the data shall be made available at the individual archives and via international announcements.

4 Creation data Example will Set up and operate a ground system for the reception, processing, archiving and distribution of data, as its own cost. 5 Preservation MOU should describe preservation after mission ends. Essence All missions finish some day. An MOU is often prepared in each mission, and most of the provisions are available only when the mission is active. For data, provisions should be written considering long-term preservation after the mission ends. data Mission data Data Center Example Ensure that all data acquired in accordance with this Memorandum of Understanding by are archived in digital form and properly maintained in for the duration of this Memorandum of Understanding.

6 Accessibility data Example Ensure the direct access to data by. Data is there, but nobody can access the data… Safe MOU should include accessibility to data Essence An MOU is the memorandum between two or multiple agencies, therefore, the accessibility may be limited in these agencies. For international missions, especially for scientific data, the MOU should include the scope of data use, and determine the accessibility.

8 Intellectual Property Rights MOU should include intellectual property rights. Essence Scientific data in planetary explorations should be used freely, but it sometimes does not match an agency’s policies. Before conflicts occur, the rule of intellectual property rights should be described in the MOU. The same data in different space agencies must be available according to the stated property rights. data Space Agency A Public domain: - Data is free. - Copyright is free. data Space Agency B Scientific purpose is free, but commercial use is not free. 9 Scope of Publication MOU should clarify the scope of public information. Essence The MOU should include a declaration to identify the scope of publication, especially for the third party’s instruments/spacecrafts. Example Any information relating to the operations of the other party’s mission or of the in- flight performance of any of the instruments on board of the other party’s spacecraft may not be published without consultation with the party concerned.
