3 Russell Frank, Ph.D. Director II Assessment and Accountability Services Mike Barney Director II Instructional Services Legislation The Elementary and Secondary Education Act of 2001, Sec. 1117(a)(5) requires LEAs to develop a School Support Team known in California as the District and School Liaison Team (DSLT) for the purpose of developing and implementing coherent plans for school improvement.

AND Cross section of site leaders including school principal, lead teachers, representatives of key stakeholder groups such as SSC or ELAC.

Knowledge (specific & general) about evidence-based research and practice on teaching and learning. Knowledge of successful school reform and improving opportunities for low- achieving students. Authority to make immediate changes.

Influential. Participate in targeted training, implementation and support. The ability and authority to find solutions.

Analyze student achievement and site process data to design a school plan to implement and support district priorities and school needs. Align fiscal and professional development efforts to maximize student achievement.

Support implementation, monitoring and support for SPSA initiatives. Communicate progress/adjustments about implementation to stakeholders.

9 Russell Frank, Ph.D. Director II Assessment and Accountability Services Mike Barney Director II Instructional Services DSLT Responsibilities to Support School Improvement The DSLT should consider meeting monthly to focus on monitoring and supporting implementation and student achievement. The DSLT discusses successes, barriers, and adjustments in meeting the goals or actions in the SPSA. DSLT makes necessary “course corrections” to move the school toward meeting its goals.

11 Russell Frank, Ph.D. Director II Assessment and Accountability Services Mike Barney Director II Instructional Services RSDSS Offers Support RCOE can assist by providing assistance on: Establishing a DSLT including an overview of its composition, purpose and responsibility. Identifying Title III, PI school and district requirements. Providing program evaluation tools, including CDE and other tools. Suggesting actions to support increased student achievement.
