Energy and sustainable development 5.1 Low-energy strategies for the United States Katrin Winterleitner Lisa-Maria Galler Vera Pusterhofer June, 9 th 2010

Content Current energy consumption of the U.S. State Energy Program (SEP) 2007 Example: California Measurements since Barack Obama (2009)

Current Energy Trends Total primary energy consumption: from 98.1 quads (2003) to 127.0 quads (2025) Renewable fuel sales: from 5.9 quads to 9.6 quads Per capita energy consumption: 336.5 million Btu to 362.2 million

Energy consumption by sector

State Energy Program (SEP) 2007 “SEP provides federal financial assistance and technical support to States to carry out cost-shared energy efficiency and renewable energy programs that meet each State’s unique energy needs, while also addressing national energy goals such as energy security.”

State Energy Program (SEP) 2007 4 goals of SEP: 1. Increase energy efficiency to reduce energy costs and consumption for customers, businesses, and government. 2. Reduce reliance on imported energy. 3. Improve the reliability of electricity and fuel, and the delivery of energy services. 4. Reduce the impacts of energy production and use on the environment.

State Energy Program (SEP) 2007 Metrics of SEP: Reduction in primary energy use (quads/year) Reduction in oil (million barrel of oil per day annual reductions) and natural gas use (million cubic feet/year) Electricity use energy savings (kWh/year) Increases in renewable energy installed capacity (MW installed/year) Reductions in emissions of greenhouse gas emissions in criteria pollutants (tons/year)

Example: California Template for a national energy policy Since 1970‘s protecting environment Reducing energy consumption Electricity from renewable source

Big push on efficiency Efficiency usage of energy Save money and invest in R&D $ 30 billion of the efficient building codes Savings for hole nation ◦ Invest $ 21 billion in building efficiency ◦ Save more than $ 8 billion in energy bills

Long-Term Energy Efficiency Strategic Plan Importance and Costs of the plan Steps for the implementation ◦ Set up working groups ◦ Develop a statewide energy efficiency brand ◦ Working with California Air Resources Board ◦ Work with the C. Energy Commission 3 „Zero net energy“ strategies

Water solution strategies Urban water conservation Urban conservation rate structures Agriculture water conservation Recycled water Groundwater treatment, demineralization and desalination Conjunctive Use Storm water recapture and reuse

Measurements since Barack Obama Guiding priniples: Job creation, clean energy economy Lose dependence on oil, become energy independent Market-based cap for carbon emissions (revenues to citizens)

Measurements since Barack Obama Fields of action: 1. Clean energy ◦ The American Recovery and Reinvestment Act ◦ Efficiency standards (homes, businesses) ◦ Offshore Energy Development (Outer Continental Shelf) ◦ Federal agencies leading as good example

Measurements since Barack Obama Fields of action: 2. Climate change ◦ Catalogue greenhouse gases ◦ Fuel standards for cars and trucks ◦ Interagency Climate Change Adaptation Task Force ◦ Price on carbon emissions

Measurements since Barack Obama Fields of action: 3. “Our” environment (directly) ◦ Oceans and great lakes ◦ Ecosystem ◦ Land conservation ◦ Restoring endangered species ◦ Clean water ◦ Reducing environmental impacts of mountaintop coal mining ◦ …

Measurements since Barack Obama Particularity: Public communication (image) ◦ „Leader of international climate change negotiations“ ◦ „Clean energy economy“ ◦ Every individual gets motivated by the president to protect the environment
