3 Vision National Census data system of ALL reported Motor Vehicle Crashes in United States with uniform definitions.

4 Concept Using Technology advances in State & Federal – Transfer Motor Vehicle Crash data electronically from the State on to Federal Warehouse. – Convert ALL Motor Vehicle Crash data into uniform definitions in accordance with National Information Exchange Model (NIEM).

7 EDT Pilot Initial implementation on three states – Pennsylvania – Virginia – Maryland Includes implementation on NHTSA’s Fatality Analysis Reporting System (FARS) Program – Plans to span into other Federal programs Expand upon a successful pilot implementation

8 Basic Requirements Timeliness of data (How soon the data gets into the State Crash Database) Data match (How close the data captured by state aligns with the uniform data standard) Ability to share the data electronically on a regular basis (Every day)

9 Data Transfer means Different ways to get the data – Web Service – Secure File Transfer Protocol (SFTP) Preferred approach – Using a Web Service – Crash Data can be sent in any format Prefer XML formatted data XML data is validated against XSD

10 FARS Fatality Analysis Reporting System is a nationwide census providing yearly data regarding fatal injuries suffered in motor vehicle traffic crashes. FARS is a program administered by National Center for Statistics and Analysis (NCSA) under National Highway Traffic Safety Administration (NHTSA).

11 Auto populate FARS DB The Uniform Crash Data Warehouse would be used to populate the FARS DB. FARS includes only fatal crashes from the Uniform Crash DB. This data is made available to the FARS Data Coders through the Microcomputer Data Entry (MDE) interface

12 Auto populate FARS DB In case of the three pilot states, almost 60- 70% of the FARS data will be prepopulated. – This would tremendously increase the timeliness of making data available in FARS. The FARS data coders will be able to review and make updates to the FARS data.
