6 Session 26 General Framework of Vulnerability Approach  Not sufficient by itself to plan for disasters  Essence is to investigate the role of social, economic, and political relations in the creation of hazardous situations in a specific place  Can be used to reveal capabilities of particular social groups  Can be applied in a focused manner in particular phases of disaster management
