GAR 2009: Risk and poverty in a changing climate Focused on the identification of drivers of risk and what needs doing Increased understanding of the causal factors of risk and of it’s consequences for human and economic development Proposed policy initiatives to address gaps and challenges

GAR 2011: Revealing Risk, Redefining Development Focused on drivers of risk reduction and on how to address the challenges in doing so Provided policy recommendations for governments to adapt and use public investment planning, social protection and other development instruments to upscale risk reduction Revealed some new and key aspects of disaster risk and trends in risk reduction

Rationale for a Regional Assessment Report More focused evidence base at the regional and national level Enhance understanding of trends and patterns of regional risk Increase understanding of disaster risk reduction from development perspective Provide more focused policy recommendations in a regional context

Linkages with GAR 13 processes Possible benefits from GAR processes –Use of global risk model datasets –Use of national disaster loss databases –Use of economic loss data –Use of probabilistic risk assessments –Use of HFA progress review processes at sub- regional, national and local level –Benefiting from studies on urban and emerging risk; cost benefit analysis; and risk governance and so on

Linkages with GAR 13 processes Possible contribution to the GAR –In-depth regional trans boundary risk studies –Regional synthesis of HFA progress –Institutional and policy environment analysis –Regional good practices and cases studies –Integration of DRR in CCA (based on progress monitoring of Incehon REMAP) –National and local case studies and so on

Suggestive structure of APDR 2012 as a Regional Assessment Report 1.Regional risk model and disaster risk trend analysis –Regional risk model derived from Global datasets –Trends and patterns in extensive disaster risk: Disaster loss databases –Analysis of disaster risk from macroeconomic and fiscal perspective –Urban and emerging risks 2.Regional progress in disaster risk reduction and development –Regional synthesis of HFA progress –Progress and status of disaster risk reduction form a local perspective –DRR investment tracking 3.Regional risk governance and enabling environment for risk reduction –Regional risk governance –Decentralization –Accountability and civil society –Institutional and legislative arrangements for DRR –Incorporating DRR in planning and regulation –Gender perspectives in disaster risk reduction 4.Integration of climate change adaptation in DRR: Monitoring the Incheon REMAP 5.Sound practices and lessons learned from the region 6.Conclusion and recommendations for the region
