3 [ Introduction to YG ]  STRATEGY FOR ENTREPRENEURSHIP AND YOUTH EMPLOYMENT  Spanish regulation submitted February 2013  Tool for promoting youth employment and entrepreneurship as part of the Government’s global strategy for progressing towards economic recovery  COUNCIL RECOMMENDATION ON ESTABLISHMENT OF THE YOUTH GUARANTEE  EU countries endorsed the principle of the Youth Guarantee in April 2013  SPANISH NATIONAL YOUTH GUARANTEE IMPLEMENTATION PLAN  Submitted December 2013  Work Schedule Programme for development and implementation (currently no delayed)  ROYAL DECREE LAW 8/2014  Establishment of the legal framework Spanish National Youth Guarantee Scheme  As effective 7th July 2014  Consolidated through 18/2014 Law of October 15, 2014  YOUTH EMPLOYMENT OPERATIONAL PROGRAMME  Submitted June 2014  To implement YEI within the framework of the architecture and design of the ESF 2014-20  National funding architecture: General State Budget contribution for YG in addition to ESF  The OP include measures with a cost >2,800 M € (2,360 M € from YEI+ESF)  OP has a national scope and its management is shared with Regions

11 MAIN FEATURES OF THIS PROGRAMME:  SHARED MANAGEMENT BY DIFFERENT ACTORS, SPECIALLY CENTRAL AND REGIONAL PUBLIC ADMINISTRATION  FINANCIAL ALLOCATION COMING FROM YEI + ADDITIONAL ESF:  Financial allocation from YEI: 943 M€  Financial allocation from ESF: 1.417 M€ (943 + 474 M€ )  ONLY ACTIONS WITHIN THE UNIQUE CATALOGUE WILL BE COFINANCED  BENEFICIARIES MUST BE REGISTERED IN THE YG SYSTEM PREVIOUSLY  COST SIMPLIFICATION SYSTEM FOR THE OP MANAGEMENT [ Youth Employment Operational Programme ] THE OP WILL COVER THE PROGRAMMING PERIOD 2014-2020 AND WILL BE THE MAIN FINANCIAL INSTRUMENT FOR THE IMPLEMENTATION OF YOUTH GUARATEE IN SPAIN

17 TARGET SETTING AND BASELINES. INDICATORS  PO is at present on negotiation with EC and target values & baselines are not incorporated for PO approval step. These values are going to be incorporated with Ex-Ante condition 7.  Baselines are historical and based on values of 2007-2013 programming period.  Values for baselines & targets come from central and regional sources.  Specific output indicators are shown on next slide  Program specific output indicators are not used and,  No one target result indicator is set to zero. 20 DATA GATHERING  Coverage of data is performed through gathering data from Youth Guarantee IS  Collection of data in IS from all data sources  Sensitive data are collected with participant acceptance and from other sources according RDLs of July 4, 2014 and October 17, 2014  Processing through the Youth Guarantee IS  Interconnection of ISs involved. 21 BASIC STRUCTURE OF FILE AND DATA GATHERED ON YG IS  Personal data: name and surname, identity card (UE citizen, Third Country citizen), date of birth, home address / contact, census registration, phone, email  Data of personal characteristics: family, gender, nationality and civil status data  Social circumstances: characteristics of housing, driver's license and ownership of vehicle  Academics and professionals: training and qualifications, history of the student, professional experience history  Employment details: history of the worker, jobs, location of the beneficiary with respect to the SS in the last 24 months. 22 REPORTING BASED ON REPRESENTATIVE SAMPLES  Based on Evaluation Plan not yet developed waiting for PO approval  The idea is to apply same method used in 2007- 2013 Programming Period included in Thematic Evaluations (2,500 direct surveys with 95% of reliability)  Externally performed. Very expensive but… interesting and significant results. [ Monitoring & Evaluation ]
