1 2011 Geneva High Level Group for Strategic Developments in Business Architecture in Statistics Workshop outcomes (as seen from the HLG-BAS group) Gosse van der Veen, Statistics Netherlands

2 General All accept the HLG-BAS vision, strategies and issues presented The dilemma of choice is accepted and priorities have to be determined. Trust and privacy: we need research in this area to remain in contact with the real world

3 On Governance Central hierarchy for industry-wide decisions? Or organic cooperation in networks? The common good (GSBPM,GSIM, collaboration approaches) to be done centrally? Formal governance versus agility / flexibility

4 Product Reduce turnaround with more agile production processes We need another, totally different production line for new (experimental) statistics   New culture, exploit cross-cutting production User segmentation and profiling to to determine our position

5 Process and Industrialisation Common architectures at all layers for process interoperability to be created using work already done. The GSIM has to be defined, understood and accepted: urgently Plug and play   Need for good IT, ESSnets underway.   Inventory of best practices

6 Organisation and collaboration Chief statisticians to agree on framework   At global level and European level Need for technical and procedural means for collaboration

7 Implementation We need start a project on high level architecture Demonstrate and validate the role and value of GSIM in a vertical project Start a project for concrete collaboration environment producing a framework document.

8 Standards: What Strategic view about standardisation and its challenges Common framework for implementation of standardisation Implementation strategy, road map Business cases

9 Standards: How Decide on time frame and budget Involvement of key stakeholders Periodical discussion of milestones Leads: anchor persons for standards Project management agreed on   Sine qua non: project plan

10 Miscellaneous Remember respondents – burden reduction Some data collections are larger than nations Should we form a global statistical system?

11 Deliverables Strategy document with enhancements as discussed at this workshop Framework document from HLG-BAS for chief statisticians of all NSIs to agree on as a first step. Define first changes needed for better collaboration Define organisational changes needed
