4 Most Federal funds, based on specific formulas, flow at each level from the United States Department of Education (USDE) to the Idaho State Department of Education (SDE). The SDE then uses funding formulas to provide funds to Local Education Entities (LEAs) which then determine which eligible schools will receive funds and which private schools are eligible to receive services using allowable funds. 5 Introduction to the CFSGA Pursuant to the Uniform Guidance (2 C.F.R Part 200) adopted by the Education Department General Administrative Regulations (EDGAR), each LEA must submit an application for funding to SDE to receive the ESEA Federal grants at the LEA level and allocate funds to each school served through this program. 6 Introduction to the CFSGA CFSGA stands for Consolidated Federal and State Grants Application. SHERRI YBARRA, SUPERINTENDENT OF PUBLIC INSTRUCTION SUPPORTING SCHOOLS AND STUDENTS TO ACHIEVE A consolidated approach, instead of separate applications for each of several individual programs, allows the programs to be cooperatively planned and implemented, and also helps to reduce the administrative burden.

7 Introduction to the CFSGA SHERRI YBARRA, SUPERINTENDENT OF PUBLIC INSTRUCTION SUPPORTING SCHOOLS AND STUDENTS TO ACHIEVE This is the LEA’s application for federal and state funds for the following programs: Title I-A College & Career Ready Title I-C Migrant Education Title II-A Teacher & Principal Quality Title III Language Instruction for Limited English Proficient & Immigrant Students State Limited English Proficient Program Title VI-B Rural & Low-Income Schools

10 Process and Timelines SHERRI YBARRA, SUPERINTENDENT OF PUBLIC INSTRUCTION SUPPORTING SCHOOLS AND STUDENTS TO ACHIEVE Preliminary Calculations April-June Each April SDE starts calculating estimated allocations, so all LEAs have enough time to estimate their budgets by May-June. SDE sends e-mail to all LEAs notifying that preliminary allocations are available in the CFSGA. LEAs log in to the CFSGA and the preliminary process begins…

11 Process and Timelines SHERRI YBARRA, SUPERINTENDENT OF PUBLIC INSTRUCTION SUPPORTING SCHOOLS AND STUDENTS TO ACHIEVE Early May SDE Action: SDE enters Preliminary USDE Allocations & opens CFSGA for LEAs to complete. June 30th District Action: LEAs complete ALL program plans & submits CFSGA for SDE review & preliminary approval. SDE Action: Coordinators review CFSGA plans & budgets. If ANY program is not approved, SDE will publish comments & unlock CFSGA for LEA to revise. District Action: LEA revises & resubmits CFSGA for SDE Review Note: Only re-submit when ALL comments are addressed. October 1st SDE Action: SDE updates final USDE Allocations for Title I-A, II-A, & VI-B. SDE unlocks CFSGA for LEA to revise Title I-A, II- A, & VI-B budgets. Ongoing District Action: All LEAs must revise the budget and re-submit the CFSGA. SDE Action: SDE will review plan for approval and will make final adjustments in the GRA. SDE Action: When ALL plans are approved, preliminary Federal Funds are uploaded to GRA. The notification is published in the CFSGA. The GRA system automatically sends Official Grant Award Notification. LEA starts spending local funds and then request reimbursement in the GRA (known as draw down) 1 2 3 4 7 6 5

How do I get access to the GFSGA?” Answer: “In order to start/modify the CFSGA, you must have a “CFSGA Role” assigned to you by the district’s Superintendent or Tech Director within the ISEE portal. Please be sure that you have the appropriate access to begin working in the CFSGA. If you log-in to the CFSGA and can’t see the district’s allocations then you don’t have the appropriate access. 13 Process and Timelines SHERRI YBARRA, SUPERINTENDENT OF PUBLIC INSTRUCTION SUPPORTING SCHOOLS AND STUDENTS TO ACHIEVE Most Frequently Asked Question #2 LEA: “Our LEA has already received preliminary approval and funds can be accessed in the Grant Reimbursement Application. Do we need to modify and re-submit the CFSGA again, when final allocations are available?” Answer: “Yes. Final allocations replace the preliminary allocations between October and November. Changes are reflected in both applications: CFSGA and the Grant Reimbursement Application (GRA). A district’s budget report for each Federal program must align to the CFSGA budget total and also by school”

At what point of the process can we get access to the federal funds?” Answer: “The preliminary funds are uploaded to the Grant Reimbursement Application upon the preliminary CFSGA approval. The sooner all pending comments are addressed in the CFSGA, the sooner federal funds will be available in the GRA. Don’t forget to click “submit”. Average timeline: July- September”

LEA’s will have the opportunity to complete the CFSGA application during this workshop.
