2  Doctoral studies are long-term investment in intellectual capacity.  The mission of doctoral study is to provide new knowledge through primary role of science in the universities, develop and promote research potential, formed by the teaching staff in higher education and top experts in all other areas, and thereby contribute to the general development of knowledge, rapid scientific and technological development, promotion of culture and the preservation of national identity.  Think and act more rensponsibly on doctoral studies.

3  2009 in The EU was 525 800 PhD students, in The Republic of Serbia 4.100 PhD students (Bulgaria 3.900, Lithuania 2.900, Slovenia 2.000, The United Kingdom 81.700).  In Serbia, doctoral study programs are implemented at the 18 accredited universities.  Total of 5.000 students currently studying at accredited universities, 47 % are engaged in research projects funded by the national budget.

Number of students and doctors in Serbia, the study's third degree · significantly increased the number of publications in international journals with peer review, coming from a small number of research institutions, 70% of papers published by researchers from 25 institutions, and there are very few patents and innovation.

5  EU has Academicpositions.eu-the fastest growing career network for academics and researchers in Europe.  Serbia PhD students without a portal where they can come to and find information about the labor market needs concerning to employment PhDs.  Eg. in The Vojvodina region there is over 60 PhDs who do not have jobs.  Less than 0.5% PhD studies at universities accredited perform in English, mobility is to small.

6  Determination of The Education Development Strategy in Serbia until year of 2020 are:  1) The exploration of each student during doctoral studies included in the research project, domestic or international.  2) Consolidate the higher education and research, conduct functional integration of universities and make a connection with research institutes and a network connection between certain areas of the university.

7  Exchange of students and staff between universities, industry, culture and other sectors. Establish structures and procedures in which the wider community involved in various activities related to the PhD.  Cooperation beetwen universities & industru eg. Educons University from Sremska Kamenica and Unversity of Novi Sad already have the practice and strong cooperation with industry.  Labor needs portals with PhD needs.

8  Universities in Serbia are not on any list of ranked universities as there is still a lack of scientific production.  Problems for researshers aggravating factor in research, the situation on the labor market after graduation.  It is needes concrete action plans and the willingness to accept and in modern times the principle that investment in science and new knowledge of the most important investment both individuals and businesses.
