1 American Drop out Wilmington is a city in North Carolina, United States. Just before 2 a.m. on Thursday, 3rd June, 2010, detectives were following a 2005 Dodge Durango carrying three men from Philadelphia International Airport to Wilmington when the driver, Marquis Lopez, realized he was being followed and sped off. Delaware State Police stopped the car after a chase, took three men into custody and called a drug-sniffing dog. A subsequent search of the truck revealed a hidden compartment containing a loaded Glock.40 caliber handgun and 19,500 bags of heroin — each containing 0.025 grams of the drug, police said. The heroin — estimated to weigh a total of 487.5 grams, or nearly 1.1 pounds — had an estimated street value of $195,000. No bail was set for Lopez, who was turned over to the DEA for federal charges; his passengers — Keenan Wallace, and David Flowers, were charged with trafficking heroin and possession with intent to deliver heroin and conspiracy. They were taken to Howard Young Prison in lieu of $550,000and $266,000 bail respectively.(1)1)

2 They contribute to an alarming statistic. The total incarcerated population in America equaled 2,424,279 inmates at year end 2008. The United States has the highest prison population rate in the world; 756 per 100,000 of the national population, followed by Russia – 629, Rwanda – 604. Who typically contributes to these figures? Male dropouts of all races were 47 times more likely to be incarcerated than their peers of a similar age who had graduated from a four-year college or university.(2)2 Dropouts amongst African-Americans are particularly prone for incarceration. On any given day, nearly 23 percent of all young Black men ages 16 to 24 who have dropped out of high school are in jail or a juvenile justice institution in America, according to a national report on the dire economic and social consequences of not graduating from high school. In sharp contrast, only about 13 percent of young adults with a college degree were jobless on average in the same time period. The consequence of these figures were put into context by the American Military. Statistics released by the Pentagon show that 75 percent of young people ages 17 to 24 would be unable to enlist in the United States military if they visited a recruiter today. Three of the most common barriers for potential recruits are failure to graduate from high school, a criminal record, and physical fitness issues, including obesity.(3)3

3 The United States military requires rigorous eligibility standards because it needs competent, healthy and educated individuals to staff the world’s most professional and technologically advanced military. They say; to ensure a strong, capable fighting force for the future, America’s youth must succeed academically, graduate from high school, be fit, and obey the law.
