IRMP 5 YEAR PLAN IRMP PRESENTATION (5 YEAR PLAN) 4 SEPTEMBER 2006 This presentation is subject to change.

IRMP 5 YEAR PLAN Local standards for Dwelling Fires and Road Traffic Collisions (RTC’s) agreed by CFA.

RESPONSE STANDARDS DWELLING FIRES The Royal Berkshire Fire and Rescue Service is committed to achieving an optimum response standard of 8 minutes for the first appliance and 10 minutes for the second appliance for dwelling fires. The Royal Berkshire Fire and Rescue Service is committed to a standard response of 10 minutes for the first appliance and 12 minutes for the second appliance for dwelling fires. The higher risk localities where it is predicted that appliances will not reach dwelling fires within the standard response be prioritised for community safety initiatives to drive down the risk.

ROAD TRAFFIC COLLISIONS The Royal Berkshire Fire and Rescue Service is committed to making an initial attendance to road traffic collisions, with the necessary resources to commence extrication of casualties, within 11 minutes.

IRMP 5 YEAR PLAN In addition, the CFA agreed to the re- deployment of the Incident Command Unit (ICU) from Windsor to Maidenhead and to crew the appliance with Retained Duty System Crews from Maidenhead and Cookham.

IRMP 5 YEAR PLAN Following strategies will result in efficiency savings that can be re-invested to improve RBFRS performance against the standards set for dwelling fires and RTC’s. Improve performance within existing budget (Doing more with the same).

IRMP 5 YEAR PLAN: KEY STRATEGIES Cookham Sonning and Wargrave Windsor Wokingham Crowthorne and Camberley Dee Road and Caversham Road

INCIDENTS IN COOKHAM FDR 1’s 2004: 9 2005: 12 RTC’s 2004: 0 2005: 1 (no service rendered)

FIRE RELATED INCIDENTS ATTENDED BY COOKHAM

SPECIAL SERVICE CALLS ATTENDED BY COOKHAM

COOKHAM Work has commenced to review the range of equipment that the smaller appliance (4x4 Sprinter) will carry. In conjunction with this work, and following proper risk assessments, a decision will be made as to the category of incidents that this appliance will respond to.

IRMP 5 YEAR PLAN Planning assumptions based on: 7 years data for incident distribution and 3 years data for demand levels and turn out times.

Run H1b

Sonning Closure of Sonning Fire Station. Redeployment of Personnel. Transfer to Wargrave Fire Station Opportunities to transfer on to 24 hour shift system Opportunities to work within a ‘bank’ system (Ops or Community Safety) Redundancy Medium Term: Closure of Wargrave and build new station at Twyford.

1 st Pump in 8 minutes – Sonning 1 Output Area not reached population 300

1 st Pump in 10 minutes – Sonning 0 Output Area not reached population 0

WINDSOR Review of emergency cover in the Windsor area. Original proposal involved moving the Pump from Windsor to Wokingham or Bracknell. CFA have given direction that they wish to see other proposals that retain a fire and rescue presence in Windsor.

1 st Pump in 10 minutes - Windsor to Bracknell 8 Output Areas not reached population 2400

1 st Pump in 8 minutes - Windsor to Bracknell 29 Output Areas not reached population 8700

Slough Appliances attending Incidents in Windsor Random selection of incidents attended by Slough appliances in Windsor. From a total of 71 emergency journeys, all were on weekdays and 26 were during 0700-0900, and 1700- 1800 hours. 87.3 % (62) were within 8 minutes. 91.5% (65) were within 10 minutes.

Slough Appliances attending Incidents in Windsor (additional data requested). All calls attended by Slough appliances in the Windsor area: 1 April 2004 - 31 March 2006. Total calls in last two years = 389 Total journeys in last two years = 509 Journeys in 8 mins or less = 475 (93.3%) Journeys in 10 mins or less = 493 (96.8%) Calls attended between 0700-0900 & 1700-1800, weekdays only, excluding bank holidays and school holidays. Total calls = 30 Total journeys = 38 Journeys in 8 mins or less = 36 (94.7%) Journeys in 10 mins or less = 36 (94.7%)

WINDSOR Crewing Options 24 hour crew (present system) 12 hour cover (Slough cover outside hours 0800- 2000) 12 hour plus Retained duty system Retained duty system only Location Town Centre area

WINDSOR

If full-time cover is provided for between 0800 and 2000 hours at Windsor, average number of calls to absorb in Windsor would be 3 a week between 2000 and 0800 hours. Total number of calls per week (on average) between 2000 and 0800 attended by Windsor’s pump, anywhere in the County is 5.

WOKINGHAM Reinvest savings from other strategies to achieve a 24 hour crewed station or two 12 hour shift watches with cover outside these shifts by RDS firefighters. Say, cover from 0800 to 2000 hours every day with RDS outside these hours.

1 st Pump in 10 minutes- Wokingham WT 46 Output Areas reached population 13800

1 st Pump in 8 minutes- Wokingham WT 70 Output Areas reached population 21000

CROWTHORNE Pinzgauer to be redeployed to Cookham. Trial the use of Camberley’s pumps into the southern part of Crowthorne’s ground to monitor effect on response standards. Possibilities for future improvements in emergency cover by utilising Pumps at Bracknell, Camberley and Wokingham to cover the Crowthorne area.

DEE ROAD AND CAVERSHAM ROAD Closure of Dee Road Fire Station. Pump from Dee Road redeployed to Caversham Road. Transfer of 24 personnel to enable 13 per watch. Crewing of pumps 5 and 5. A small satellite fire station to be opened in Calcot/Theale area with one pump between 1600- 2000 hours.

1 st Pump in 10 minutes- Dee Road to Caversham Road 22 Output Areas not reached population 6600
