17 Conclusions Emissions decline under Baseline policy But….. Ag. Policy reform further reduces Ag. activity  Livestock numbers,  input use – Reductions are greater than in Baseline Overall emissions under policy reform (MTR) are lower than under Baseline (Agenda 2000)
