2 Declaration of security Solas regulation XI-2.2 defines DoS as an agreement reached between ship and a port facility or another ship with which it interfaces specifying the security measures each will implement

3 DoS cont’d Under section 5.2 ship can request completion of DoS when: 1.At a higher security level than port or other ship. 2.There has been a threat or incident involving ship or port. 3.Ship is at a non certified port. 4.Ship interfaces with non SOLAS contracting government ports or ships. 5.Ship interfaces with non ISPS compliant ship. 6.In all cases when ship is at level 3. 7.A ship to ship interface takes place outside harbour area. 8.Loading or discharging explosives, toxic or radioactive substances.

4 DoS cont’d Q. Can a port facility or other ship refuse to exchange DoS? Ans. Request for completion of DoS MUST be acknowledged by the applicable port facility or ship.

5 DoS cont’d Declaration of security must be completed by : Master or SSO on behalf of ship and by PFSO on behalf of port facility. DoS must address the security requirement that could be shared between a port facility and ship and must state the responsibility for each.

7 Procedures of initiation The SSO should Establish contact with PFSO Check the security level of port and compare with that for the ship Ensure the DOS form used by port complies with ISPS code Obtain details of security measures the port has in place or intends to carry out

8 Procedures of initiation contd. Draw up a list of security requirements needed (from the port facility) to support the ship security level. Agree details with PFSO Complete the DOS for signature by both parties. Ensure retention of DOS for inspection Changes in security level or any security incident may require revision of the DOS. If agreement not reached with PFSO, contact CSO for advise.
