5 Operated by the Southeastern Universities Research Association for the U.S. Department Of Energy Thomas Jefferson National Accelerator Facility CWL SURA BdTrusteesNov02:mbs A Position of Strength: JLab Performance (cont.) Unique community relations and outreach -Community relations best of all National labs (IM Review) -Education program has highest visibility in Office of Science Credible with scientific community: NSAC endorses need for more operating funds and 12 GeV upgrade Credible with DOE: -Operations review certifies JLab funding needs -Institutional Plan review and follow-on meetings with office of Science endorse vision Credible with legislators: FY ‘02 language, FY ‘03 bills and language

6 Operated by the Southeastern Universities Research Association for the U.S. Department Of Energy Thomas Jefferson National Accelerator Facility CWL SURA BdTrusteesNov02:mbs A Position of Strength in Perspective: Challenges 5 years of sub-inflation funding have created extreme pressures Core competencies are at risk: maintained through projects “for others” 12 GeV not yet secured

7 Operated by the Southeastern Universities Research Association for the U.S. Department Of Energy Thomas Jefferson National Accelerator Facility CWL SURA BdTrusteesNov02:mbs A Compelling Vision: Planning Process Planning involves stakeholders from all areas broadly and deeply Institutional Planning: -In-house working groups -Science Policy Advisory Group (Geesaman [chair], Appelquist, Austin, Close, Koonin, Sessler, Tigner, Vigdor) Nuclear Physics Research: -Program Advisory Committee; User’s Board of Directors 12 GeV Upgrade: -User workshops; NSAC/APS town meeting, Focused PAC sessions FEL: -FEL PAC; Industrial Advisory Board; Maritime Technical Advisory Board Plan vetted by DOE through JLab S&T Review, Annual Budget Review, and Institutional Plan process

8 Operated by the Southeastern Universities Research Association for the U.S. Department Of Energy Thomas Jefferson National Accelerator Facility CWL SURA BdTrusteesNov02:mbs Pursuing a Focused Vision Mission: Forefront Nuclear Physics Research Jefferson Lab was envisioned and built to perform physics experiments at the cutting edge of the field: elucidate the quark-gluon structure of hadrons through a three-pronged approach based on experiment, theory, and simulation Key experimental elements envisioned -A 6 GeV program through (and beyond) 2010 -Construction of a 12 GeV Upgrade, the start of a program to understand quark confinement, study valence quark distributions and map GPDs beginning in 2010 - Construction of a follow-on upgrade, ~ 25 GeV fixed target, and/or an electron ion collider for the third decade of the century to develop capabilities needed to complete our understanding of hadronic structure. This program will be supported by a growing theory effort and, in particular, the development of the computing capabilities required for lattice QCD A commensurate modest accelerator R&D program will lead to new performance levels for srf accelerating structures, enabling further advances in our nuclear physics research capabilities.

10 Operated by the Southeastern Universities Research Association for the U.S. Department Of Energy Thomas Jefferson National Accelerator Facility CWL SURA BdTrusteesNov02:mbs Responding to National Needs with Unique Core Competencies Development and advancement of JLab core competencies benefit the Nuclear Physics mission and have resulted in capabilities useful to the larger national science enterprise. Jefferson Lab has responded to national needs in areas synergistic with our NP mission where we have unique capabilities. JLab will continue to apply its unique core competency in rf superconductivity as a partner in the construction of new facilities in the DOE Office of Science Lab system as requested (SNS, RIA, others) JLab will, working with the DOE and DOD, continue its synergistic development of breakthrough Free Electron Lasers as long as compatible with Tier III lab status (below 200 kW) -Complete the 10 kW IR and 1 kW UV for the DOD -Build a 100 kW FEL -Explore the industrial and scientific application of high power FELs JLab’s detector expertise is and will continue to be applied to a growing list of medical applications funded by DOE/OBER, NIH, and others.
