3 Current Bill  MAP-21 effective October 1, 2012  $105B bill  2-years  Expired September 30, 2014  Extended to October 29, 2015 (34 continuing resolutions)  Gas Tax – 18.4 cents/gallon (last increase in 1993)  Highway Trust Fund – another infusion by Congress Where are we today?

5 MAP-21 and Beyond (GROW AMERICA) 5 MAP-21 had a strong freight emphasis (Section 1115-1118) Freight provisions have roles for States, MPOs, and private sector Encourage each State to establish State Freight Advisory Committee As of June – 30 States (including IL) have committees 38 States are developing freight plans (including IL) States that meet plan reqt’s: Georgia, Indiana, Michigan and Vermont

6 Multimodal freight policy 6 New multimodal focus for national freight strategic plan, policy, data, and Freight C&P report DOT to replace MAP-21’s highway-centric freight network with a new multimodal national freight network (NFN) To receive freight funding, each State must establish a— freight plan with additional elements, including a freight investment plan with prioritized projects freight advisory committee (with expanded representation) that approves State’s freight plan Following a rulemaking, redesignation of 1982 National Truck Network to replace the old National Network (NN) designation with the National Highway System (NHS) and highway portion of the new NFN

7 Role of Freight Advisory Committees 7 Advise State on freight-related priorities, issues, projects, and funding needs Serve as a forum for discussion of State decisions affecting freight transportation Communicating and coordination regional priorities with other organizations Promoting the sharing of information between the private and public sectors on freight issues; and Participate in the development of the State Freight Plan

10 What are Megaregions? 10 Geographic areas that will contain two-thirds of the nation’s population by 2050 Networks of metropolitan centers and their surrounding areas Connected by existing environmental, economic, cultural, and infrastructure relationships Will continue to attract new populations and require new investments in infrastructure and greater focus on environmental preservation, including climate change Great Lakes Megaregion Forum in Indianapolis - October 21

11 Frequent Transportation Issues 11 Freight: Strong, multi-modal freight networks that allow for efficient and seamless connections between metropolitan areas and across international borders Border Crossings: Similar to freight, the movement of people and goods across international borders is critical to global competitiveness Intelligent Transportation Systems: MPOs often struggle to obtain real-time traffic information to manage congestion and project future demand MAP-21 Planning Factors: The MAP-21 Planning Factors provide a useful foundation for MPOs and their DOT, transit, and other planning partners to begin participation in other Megaregion areas

14 3-D Modelling – connects design and construction, pilot project in District 2, $100,000 and $60,000 EDC grants (update CADD systems and civil cell libraries), training, workshop being planned Data-Driven Safety Analysis – combines predictive & systemic approaches into management processes and project development decision making e-Construction – electronic project document management systems, working with AGC and IRTBA for peer exchange E-NEPA and IQED (Implementing Quality Environmental Documents) – an online workspace and collaboration forum for major projects, maintain records and creates administrative record Smarter Work Zones – smarter planning and smart traffic control using various technologies, 3 Districts piloting contracts (queuing sensors and message boards) Ultra-High Performance Concrete Connections (tie with Pre-Case initiative) – steel fiber reinforced concrete composite - promotes ease and speed of construction and improved long-term performance, Peoria St. at Circle Interchange Every Day Counts (EDC 3)
